Abstract

In the era of dynamic climate change, natural disasters occur. Power outages due to natural disasters have different characteristics and treatments. Distribution system is the most important thing for customer needs. During the January-April period, 1115 natural disasters were recorded, with the dominance of the most flood events being 409 times, landslides 250 times, and tornadoes 331 times. At the beginning of the year, floods in the JABODETABEK dan Banten areas affected 6,320 substations. The higher vulnerability of power systems in developing countries means that frequent events have a large and disruptive impact. The level of reliability of the electricity distribution network is determined by several indexes. Reliability indices that are often used in distribution systems are SAIFI SAIDI, CAIDI, and ASAI. This Reliability Index is used as an evaluation material by PLN for network planning and evaluation of distribution network operations. Another index used is the ENS calculation as an evaluation in an analysis of electricity sales losses. The method used in calculating the reliability index in this final project is to use the FMEA (Failure Mode and Effect Analysis) method, where this method calculates the failure index of each equipment that forms an electric power distribution system so that it can present the reliability index. With the FMEA method we can find out information on the impact of the disturbance that will have an impact on the reliability of the electricity network. It is known that the impact of natural disasters that occurred at PLN UP3 South Banten, in three feeders affected SAIDI by 235.5 hr / customer, SAIFI 6.6 times / customer, and ENS reached 132,268.5 KWH. With the FMEA method as a reference for network reconfiguration a decrease in impact on banana impacts that occur. Reconfiguration is a change or adjustment to the network design. With reconfiguration based on FMEA data, it achieved a decrease in the SAIDI index of 86.32%, SAIFI 89.73, dan ENS 56.51% Keywords : Resilience, ENS, FMEA, Natural Disasters Di era perubahan iklim dinamis mendorong terjadinya peristiwa bencana alam. Pemadaman listrik akibat bencana alam memiliki karakteristik dan penanganan yang berbeda. Sistem distribusi adalah hal terpenting untuk kebutuhan pelanggan. Selama periode Januari-April tercatat 1115 kejadian bencana alam dengan dominasi kejadian banjir terbanyak sebanyak 409 kali, longsor 250 kali, dan puting beliung 331 kali. Di awal tahun, bencana banjir di wilayah JABODETABEK dan Banten berdampak pada 6.320 gardu induk. Kerentanan yang lebih tinggi dari sistem tenaga di negara berkembang berarti bahwa kejadian yang sering terjadi memiliki dampak yang besar dan mengganggu. Tingkat keandalan jaringan pendistribusian listrik ditentukan oleh beberapa indeks, Indeks – indeks keandalan yang sering dipakai dalam sistem distribusi adalah SAIFI SAIDI, CAIDI, dan ASAI. Indeks Keandalan ini sebagai bahan evaluasi oleh PLN perencanaan jaringan dan evaluasi pengoperasian jaringan distribusi. Indeks lain yang digunakan yaitu perhitungan ENS sebagai evaluasi secara Analisa kerugian penjualan listrik. Metode yang digunakan dalam menghitung indeks keandalan di tugas akhir iniadalah menggunakan metode FMEA (Failure Mode and Effect Analysis), dimana metode ini memperhitungkan indeks kegagalan pada tiap – tiap peralatan yang membentuk sistem distribusi tenaga listrik sehingga dapat mempresentasikan indeks keandalan Dengan metode FMEA kita dapat mengetahui informasi dampak pengaruh gangguan yang akan berdampak pada keandalan jaringan listrik. Diketahui bahwa dampak bencana alam yang terjadi pada PLN UP3 Banten Selatan, di tiga penyulang mempengaruhi SAIDI sebesar 235,5 hr/pelanggan,, SAIFI 6,6 kali/pelanggan, dan ENS mencapai 132.268,5 KWH.Dengan metode FMEA sebagai rujukan rekonfigurasi jaringan berdampak penurunan pada dampak banana yang terjadi. Rekonfigurasi merupakan perubahan atau penyeseuaian desain jaringan. Dengan dilakukan rekonfigurasi berdasarkan data FMEA mencapai penurunan pada indeks SAIDI 86,32 %, SAIFI 89,73, dan ENS 56,51%.
