Abstract
This research aimed for determaining the financial performance at City Government of Semarang by using analysis of the financial independence ratio, effectivity and efficiency ratio, activity ratio, and growth ratio. This research using secondary data in 2013 until 2016 obtained from Audit Board of Republic Indonesia (BPK-RI). Methods of writing used in this study are description qualitative method. The subject in this research is City Government of Semarang. And the Object from this research are Audit Reports of Government Financial Reports for City Government of Semarang 2013-2016. The results showed that the rate of growth and independence was still low at 5.55% (2015) and 44.41% (2013) despite an increase. The effectiveness ratio tends to be effective on average above 100%. The level of efficiency is quite efficient because it averages under 99%. In the activity ratio, the Semarang City Government allocates more funds to routine expenditure than capital expenditure. Thus, the financial performance at Semarang City Government by using financial ratio sufficiently good. Keywords: financial performance, effectivity ratio, efficiency rato, activity ratio, growth ratio, independence ratio, Audit Board of Republic Indonesia (BPK-RI), City Government of Semarang Penelitian ini bertujuan untuk mengetahui kinerja keuangan pada Pemerintah Kota Semarang dengan menggunakan analisis rasio efektifitas, rasio efisiensi, rasio aktivitas / rasio keserasian, rasio pertumbuhan, dan rasio kemandirian keuangan daerah. Penelitian ini menggunakan data sekunder pada tahun 2013 hingga tahun 2016 yang diperoleh dari Badan Pemeriksa Keuangan Republik Indonesia (BPK-RI). Metode penulisan yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif. Subjek dalam penelitian ini adalah Pemerintah Kota Semarang. Dan Objek dari penelitian ini adalah Laporan Hasil Pemeriksaan atas Laporan Keuangan Pemerintah Daerah Kota Semarang Tahun 2013-2016. Hasil penelitian menunjukan bahwa tingkat pertumbuhan dan kemandirian masih rendah sebesar 5,55% (2015) dan 44,41% (2013) walaupun mengalami peningkatan. Rasio efektifitasnya cenderung efektif rata-rata berada diatas 100%. Tingkat efisiensi sudah cukup efisien karena rata-rata dibawah 99%. Pada rasio aktivitas Pemerintah Kota Semarang lebih mengalokasikan dananya pada belanja rutin dibanding belanja modal. Jika dilihat dari analisis rasio keuangan, kinerja keuangan Pemerintah Kota Semarang dapat dikatakan cukup baik.
