Abstract
The importance of PMO function, competency, leadership and organizational culture in construction projects, it is expected that the project management office (PMO) division through its functions can provide a strong impetus to improve project performance. Questionnaire research was 88 respondents in the construction project of high-rise rental apartments using a Likert scale and statistical analysis with the SPSS 25 program. Partial linear regression analysis with t test showed PMO function variable (X1) with a value of t count = - 0.057 < ttable 1.996 and sig value 0.955 > 0.025, competency variable ( X2) with a value of tcount = - 0.668 < ttable 1.996 and sig value 0.506 > 0.025, leadership variable (X3) with a value of t = = 1.073 < ttable 1.996 and sig value 0.287 > 0.025 means that the variable does not significantly affect project performance. The results of the analysis of organizational culture variables (X4) with tcount = 4.764 > ttable 1.996 and sig values 0.000 <0.025 means that organizational culture has a significant effect on project performance. Simultaneously with the f test shows the value of fcount = 6.796 < ftable 2.48 and the value of sig 0,000 > 0.025 means that the PMO function, competency, leadership and organizational culture simultaneously have a significant effect on project performance. The determinant coefficient test (R2) shows the function of PMO, competency, leadership and organizational culture simultaneously affecting project performance 25.40% and the remaining 74.60% influenced by other variables outside of this study. Conclusion, to optimize project performance can be done by continuously encouraging the application of organizational culture to project organizations that have 7 (seven) characteristics as follows: innovation and risk taking, attention to detail, results orientation, people orientation, team orientation, aggressiveness and stability. For this reason, the implementation of organizational culture in the field needs to carry out these tasks and responsibilities. This role can be delegated to the project management office (PMO) or similar divisions. KEYWORDS: Organizational Culture, High-rise Buildings, Competency, Leadership, Project Performance, PMO. Pentingnya fungsi PMO, kompetensi, kepemimpinan dan budaya organisasi pada proyek konstruksi, diharapkan divisi project management office (PMO) melalui fungsinya dapat memberikan dorongan yang kuat untuk meningkatkan kinerja proyek. Penelitian kuisioner sebanyak 88 responden pada proyek pembangunan rumah susun sewa bertingkat tinggi dengan menggunakan skala likert dan analisis statistik dengan program SPSS 25. Analisis regresi linier secara parsial dengan uji t menunjukkan variabel fungsi PMO (X1) dengan nilai thitung = - 0,057 < ttabel 1,996 dan nilai sig 0,955 > 0,025, variabel kompetensi (X2) dengan nilai thitung = - 0,668 < ttabel 1,996 dan nilai sig 0,506 > 0,025, variabel kepemimpinan (X3) dengan nilai thitung = - 1,073 < ttabel 1,996 dan nilai sig 0,287 > 0,025 artinya variabel tersebut tidak berpengaruh signifikan terhadap kinerja proyek. Hasil analisis variabel budaya organisasi (X4) dengan nilai thitung = 4,764 > ttabel 1,996 dan nilai sig 0,000 < 0,025 artinya budaya organisasi berpengaruh signifikan terhadap kinerja proyek. Secara simultan dengan uji f menunjukkan nilai fhitung = 6,796 < ftabel 2,48 dan nilai sig 0,000 > 0,025 artinya fungsi PMO, kompetensi, kepemimpinan dan budaya organisasi secara simultan berpengaruh signifikan terhadap kinerja proyek. Uji koefisien determinan (R2) menunjukkan fungsi PMO, kompetensi, kepemimpinan dan budaya organisasi secara simultan mempengaruhi kinerja proyek 25,40% dan sisanya 74,60% dipengaruhi oleh variabel lain diluar penelitian ini. Kesimpulan, untuk mengoptimalkan kinerja proyek dapat dilakukan dengan terus mendukung dan mengembangkan organisasi proyek sehingga memiliki 7 (tujuh) karakteristik budaya organisasi sebagai berikut: inovasi dan pengambilan risiko, perhatian terhadap detail, hasil dalam orientasi, orientasi orang, orientasi tim, agresivitas dan stabilitas. Untuk itulah, implementasi budaya organisasi di lapangan perlu ada yang bertugas dan bertanggungjawab. Peran ini dapat didelegasikan ke divisi project management office (PMO) atau divisi serupa.
