Abstract

Housing and settlement is one of the basic human needs that must be met in order to live properly. The housing sector is responsible for 22% of the world's energy consumption and 17% of CO2 emissions. Over-exploitation of non-renewable energy beyond normal limits also damages the environment. A sustainable environment focuses on achieving people's well-being by improving the built and non-built environment. The application of green concepts is 5-7% more expensive than conventional buildings. This research applies the new green area concept to statistical analysis and case studies with cost efficiency methods using value engineering and LCCA. The novelty in this research is the green concept for the residential environment in Indonesia as well as looking for influential factors in the application of the new green area concept using SEM-PLS analysis. The results of this study obtained "10 factors that affect the improvement of the cost performance of the application of the new green area concept in residential areas" namely Project Management, Infrastructure and Facilities Expenses, Infrastructure and Facilities Service Functions, Microclimate and Ecosystem Preservation, Environmentally Friendly Materials, Development, Cost Breakdown Structure, LCC Analysis, Evaluation, Value Engineering. The Value Engineering method results in cost savings of 6.85% of the cost of the new green area and LCCA shows a Payback Period within a period of = 3 Years 9 Months 2 Days for the application of the New Green Area concept in Residential Areas. KEYWORDS: Residential Area, New Green Area, Value Engineering, Life Cycle Cost Analysis, SEM – PLS Perumahan dan permukiman merupakan salah satu kebutuhan dasar manusia yang harus dipenuhi untuk dapat hidup secara layak. Sektor perumahan bertanggung jawab atas 22% konsumsi energi dunia dan 17% emisi CO2. Eksploitasi energi tak terbarukan yang berlebihan di luar batas normal juga merusak lingkungan. Lingkungan yang berkelanjutan berfokus pada pencapaian kesejahteraan masyarakat dengan meningkatkan lingkungan yang dibangun dan tidak dibangun. Penerapan konsep hijau lebih mahal 5-7% daripada bangunan konvensional. Penelitian ini menerapkan konsep kawasan hijau baru ke analisis statistik dan studi kasus dengan metode efisiensi biaya menggunakan value engineering dan LCCA. Keterbaruan dalam penelitian ini adalah konsep hijau untuk lingkungan perumahan di Indonesia serta mencari faktor-faktor yang berpengaruh dalam penerapan konsep kawasan hijau baru dengan menggunakan analisa SEM-PLS. Hasil dari penelitian ini diperoleh “10 faktor-faktor yang berpengaruh terhadap peningkatan kinerja biaya penerapan konsep kawasan hijau baru pada kawasan residential” yaitu Manajemen Proyek, Beban Prasaran dan Sarana, Fungsi Pelayanan Prasarana dan Sarana, Iklim Mikro Dan Pelestarian Ekosistem, Material Ramah Lingkungan, Pengembangan, Cost Breakdown Structure, Analisa LCC, Evaluasi, Value Engineering. Metode Value Engineering menghasilkan penghematan biaya sebesar 6,85% dari biaya kawasan hijau baru dan LCCA menunjukkan Payback Period dalam kurun waktu = 3 Tahun 9 Bulan 2 Hari untuk penerapan konsep Kawasan Hijau Baru pada Kawasan Residential KATA KUNCI: Kawasan Residential, Kawasan Hijau Baru, Value Engineering, LCCA, SEM - PLS
