Abstract

Construction work is inseparable from various problems that occur from planning to construction implementation, this results in additional or less work. In the construction of the urban signature apartment project, Ciracas-East Jakarta, there was a design change by the owner in the floor plate ironing work. Based on the data obtained from the project, there was less work caused by design changes, namely plate ironing work. Change in the weight of some construction work is due to the addition of less work caused by the absence of an iron material diameter that is in accordance with the plan. This results in delays in project implementation time due to waiting time for management decisions regarding work changes. This study aims to analyze the causes of variation orders and the impacts arising from variation orders so that recommendations for improvements can be obtained on the main causes of variation orders which impact on cost and time performance in the implementation of the Urban Signature Ciracas-East Jakarta apartment development project. In this study, a breakdown of the causes of variation orders, known as the cause breakdown structure (CBS), was carried out with the aim of a comprehensive review relating to the causes of variation orders in the questionnaire. Test the validity and reliability of the results of the respondent's questionnaire were analyzed using SEM SmartPLS then continued using Vensim PLE to show the relationship between variables in the conceptual model which was converted into a quantitative measure. The results of this study show the 10 main causes of variation orders which have an impact on cost and time performance, where the highest rating is the contractor's delay in implementation with a CR value of -0.2275. Therefore, recommendations for improvement to minimize the occurrence of variation orders on projects include tightening the construction implementation schedule, and involving all stakeholders in the planning stage. Keywords: Apartment project, variation order, CBS, SEM SmartPLS, Vensim PLE Dalam pekerjaan konstruksi tidak terlepas dari berbagai permasalahan yang terjadi mulai dari perencanaan sampai pelaksanaan konstruksi, hal ini yang mengakibatkan adanya pekerjaan tambah atau kurang. Pada pembangunan proyek apartemen urban signature, Ciracas-Jakarta Timur, terjadi perubahan desain oleh owner pada pekerjaaan pembesian plat lantai. Berdasarkan data yang diperoleh dari proyek tersebut terdapat pekerjaan tambah kurang yang diakibatkan oleh perubahan desain, yaitu pada pekerjaan pembesian plat. Perubahan bobot beberapa pekerjaan konstruksi karena adanya pekerjaan tambah kurang yang diakibatkan oleh tidak adanya diameter material besi yang sesuai dengan perencanaan. Hal ini mengakibatkan keterlambatan waktu pelaksanaan proyek karena adanya waktu tunggu terhadap keputusan manajemen terhadap perubahan pekerjaan. Penelitian ini bertujuan untuk menganalisis penyebab variation order dan dampak yang ditimbulkan dari variation order sehingga dapat diperoleh rekomendasi perbaikan pada penyebab utama variation order yang berdampak pada kinerja biaya dan waktu dalam pelaksanaan proyek pembangunan apartemen Urban Signature Ciracas-Jakarta Timur. Dalam penelitian ini dilakukan breakdown penyebab variation order atau dikenal sebagai cause breakdown structure (CBS) dengan tujuan untuk tinjauan komprehensif yang berkaitan dengan penyebab variation order pada kuesioner. Uji validitas dan reliabilitas dari hasil kuesioner responden dianalisis menggunakan SEM SmartPLS kemudian dilanjutkan menggunakan Vensim PLE untuk menunjukan keterkaitan antar variabel dalam model konseptual yang diubah menjadi ukuran kuantitatif. Hasil penelitian ini menunjukan 10 penyebab utama variation order yang berdampak pada kinerja biaya dan waktu, dimana dengan peringkat tertinggi yaitu keterlambatan kontraktor dalam pelaksanaan dengan nilai CR -0.2275. Oleh karena itu, rekomendasi perbaikan untuk meminimalisir terjadinya variation order pada proyek diantaranya yaitu memperketat jadwal pelaksanaan konstruksi, dan melibatkan seluruh stakeholder dalam tahap perencanaan.
