Abstract

Most of the development of toll road infrastructure in Indonesia is currently carried out under the PPP scheme. The characteristics of a PPP project are long-term projects, where the government cooperates with business entities to organize and finance the project. The role of the government and business entities influences the implementation of the PPP project from the pre-feasibility study phase to the end of the concession period. The number of stakeholders involved is expected to reduce the risk burden that could potentially arise in the scheme. In this study, an analysis of the risk factors in the Unsolicited Toll Road PPP project in Indonesia was carried out which had an impact on cost performance, where the risk factors were identified based on the role of each stakeholder. The method was carried out by conducting a questionnaire survey of 60 respondents who had been involved in toll road PPP projects. After that, a risk analysis was carried out with the Probability Impact Matrix Analysis and SEM-PLS software to determine the dominant risk factors. The results showed that of the 30 risk factors that have an impact on cost performance, there are 18 risk factors that have a significant effect on costs. Where the 18 factors consist of 7 factors caused by government agencies and 11 factors that are the responsibility of Business Entities. From the results of statistical analysis of the respondents' answers, it can be concluded that 78.3%of respondents think that the risk of the PPP project has a moderate level of effect on cost performance or ranges from 6% -10% of the initial cost plan. The fit model from bootstrapping analysis with SEM-PLS gives an R2 value for the effect of government and business entity risk on cost performance of 81.6%, and a Q2 value of 99.25%. Where the influence of business entity risk is greater than that of the government on cost performance with an influence coefficient of 0.716. Keywords: Risk, PPP, Unsolicited, Cost Performance, Stakeholders Pembangunan Infrastruktur Jalan Tol di Indonesia saat ini sebagian besar dilakukan dengan skema KPBU. Karakteristik proyek KPBU merupakan proyek jangka panjang, dimana pemerintah bekerjasama dengan badan usaha untuk mengadakan dan membiayai proyek tersebut. Peran Pemerintah dan Badan usaha mempengaruhi pelaksanaan proyek KPBU tersebut dari fase prastudi kelayakan hingga berakhirnya masa konsesi. Banyaknya pemangku kepentingan yang terlibat diharapkan dapat mengurangi beban risiko yang berpotensi timbul pada skema tersebut. Pada penelitian ini dilakukan analisa faktor-faktor risiko pada proyek KPBU Jalan Tol Unsolicited di Indonesia yang berdampak pada kinerja biaya, dimana faktor risiko tersebut di identifikasi berdasarkan peranan masing-masing pemangku kepentingan. Metode yang dilakukan dengan melakukan survei kuesioner kepada 60 responden yang pernah terlibat pada proyek KPBU jalan tol. Setelah itu dilakukan analisa risiko dengan Analisa Probability Impact Matrix dan software SEM-PLS untuk mengetahui faktor-faktor risiko yang dominan. Hasil penelitian menunjukkan dari 30 faktor risiko yang berdampak pada kinerja biaya diperoleh 18 faktor risiko yang berpengaruh secara significant terhadap biaya. Dimana 18 faktor tersebut terdiri dari 7 faktor yang disebabkan oleh lembaga pemerintah dan 11 faktor yang menjadi tanggungjawab Badan Usaha. Dari hasil analisa statistik terhadap jawaban responden dapat disimpulkan bahwa Sebesar 78,3 % responden berpendapat risiko pada proyek KPBU berpengaruh dengan level sedang terhadap kinerja biaya atau berkisar antara 6 % -10 % terhadap rencana biaya awal. Model fit hasil analisa bootstrapping dengan SEM-PLS memberikan nilai R2 untuk pengaruh risiko pemerintah dan badan usaha terhadap kinerja biaya adalah sebesar 81,6 %, dan nilai Q2 sebesar 99,25 %. Dimana pengaruh risiko badan usaha lebih besar dari pada pemerintah terhadap kinerja biaya dengan koef pengaruh 0,716. Kata kunci: Risiko, KPBU, Unsolicited, Kinerja Biaya, Pemangku Kepentingan
