Abstract

Container mobilization activities at the port of Tanjung Perak that still use the mode of truck transportation caused a traffic jam. This has an impact on the occurrence of container congestion and disruption of container dwelling time. Railway Infrastructure construction project is planned to address the problem of container mobilization at the port of Tanjung Perak. The Feasibility Study using a system dynamics was conducted to examine the relationship between variables in determining the project's feasibility from each aspect. The results of the Delphi Method show that financial aspect (4.93) and market aspect (4.67) are the dominant aspects that must be analyzed first in feasibility study of railway project. For market analysis, 87.67% of the community responses agreed with this project with a market segment of around 1,691 million boxes or 24.68% from the total of containers. For financial analysis, the NPV value is IDR 1,184,370, the BCR value is 1.39 and the IRR value is 13%. So this project is categorized as feasible to be implemented from the market and financial aspects. While the results of the simulation with a system dynamics shows the need to build alternative transportation infrastructure to overcome the problem of port capacity limitations that can occur in 2021. From the simulation results show that in the first three years of operational activities, this project experienced negative results both in the analysis of earnings reports - loss and analysis of cash flow statements, but the following year experienced positive results and experienced a break-even point in the 12th year. Keywords: System Dynamics, Feasibility Study, Market Feasibility, Financial Feasibility, Delphi Method Kegiatan mobilisasi petikemas di pelabuhan Tanjung Perak yang masih menggunakan moda transportasi truk menyebabkan terjadinya kemacetan arus barang. Hal ini berdampak terhadap terjadinya kongesti petikemas dan terganggunya dwelling time petikemas. Pembangunan Infrastruktur perkeretaapian direncanakan untuk mengatasi masalah mobilisasi petikemas di pelabuhan Tanjung Perak. Studi Kelayakan dengan menggunakan sistem dinamik dilakukan untuk meilhat hubungan antar variabel dalam menentukan kelayakan proyek dari masing – masing aspek. Hasil Metode Delphi menunjukkan aspek finansial (4,93) dan aspek pasar (4,67) merupakan aspek dominan yang harus di analisis terlebih dahulu dalam studi kelayakan proyek perkeretaapian. Untuk analisis pasar, sebesar 87,67% respon masyarakan setuju dengan proyek ini dengan segment pasar adalah sekitar 1.691 juta boks / 24.68% dari total petikemas. Untuk analisis finansial diperoleh nilai NPV adalah Rp 1,184,370, nilai BCR 1,39 dan nilai IRR 13%. Sehingga proyek ini dikategorikan layak untuk dilaksanakan dari aspek pasar dan finansial. Sementara dari dari hasil simulasi dengan sistem dinamik, menunjukkan perlunya dibangun infrastruktur transportasi alternatif untuk mengatasi permasalahan keterbatasan kapasitas pelabuhan yang dapat terjadi pada tahun 2021. Dari hasil simulasi menunjukkan bahwa pada tiga tahun pertama kegiatan operasional, proyek ini mengalami hasil negative baik pada analisis laporan laba-rugi dan analisis laporan arus kas, tetapi pada tahun selanjutnya mengalami hasil positif dan mengalami break-even point pada tahun ke-12 Kata Kunci: Sistem Dinamik, Studi Kelayakan, Kelayakan Pasar, Kelayakan Finansial, Metode Delphi
