Abstract

Kelurahan provides services to the community to meet the requirements related to official population administration. Service in Kelurahan commonly is the creation of a cover letter managed also by the Chairman of RT and RW with a cover letter RT / RW. Cover letter is the main requirement for other population administration processes required by the community. The making of a cover letter must be well served in order to increase trust in the community and improve the quality of service in Kelurahan. The purpose of this research is to help Kelurahan Meruya Utara and the Head of RT and RW by creating a website-based cover letter submission information system. In this research, the development of this information system using Rapid Application Development (RAD) method with Black Box Testing method. Kelurahan Meruya Utara and the Head of RT and RW can manage the submission and filing files data and making a cover letter on the system. Therefore, the public can submit a cover letter online that can be accessed anytime and anywhere. This research is expected to help Kelurahan Meruya Utara and the Head of RT and RW Meruya Utara to provide good service to the people of Meruya Utara and overcome problems in the service of making cover letter. Key words: Cover Letter, Kelurahan, Website, Rapid Application Development (RAD) Kelurahan memberikan pelayanan kepada masyarakat untuk memenuhi persyaratan-persyaratan yang berhubungan dengan administrasi kependudukan yang bersifat resmi. Pelayanan pada kelurahan pada umunya merupakan pembuatan surat pengantar yang dikelola juga oleh pihak Ketua RT dan RW dengan surat pengantar RT/RW. Surat pengantar merupakan persyaratan utama untuk proses administrasi kependudukan lainnya yang dibutuhkan masyarakat. Pembuatan surat pengantar tentunya harus terlayani dengan baik agar meningkatkan kepercayaan pada masyarakat dan meningkatkan kualitas pelayanan pada kelurahan. Tujuan dari penelitian ini, yaitu untuk membantu Kelurahan Meruya Utara dan Ketua RT dan RW dengan membuat sistem informasi pelayanan pengajuan surat pengantar berbasis website. Pada penelitian ini, pengembangan sistem informasi ini menggunakan metode Rapid Application Development (RAD) dengan metode pengujian Black Box Testing. Pihak Kelurahan Meruya Utara dan pihak Ketua RT dan RW dapat mengelola data dan berkas pengajuan serta pembuatan surat pengantar pada sistem. Oleh karena itu, masyarakat dapat melakukan pengajuan surat pengantar secara online yang bisa diakses kapanpun dan dimanapun. Penelitian ini diharapkan dapat membantu Kelurahan Meruya Utara dan Ketua RT dan RW Meruya Utara untuk memberikan pelayanan yang baik terhadap masyarakat Meruya Utara dan mengatasi permasalahan dalam pelayanan pembuatan surat pengantar kelurahan.
