Abstract

Minyak goreng merupakan salah satu komoditas bahan pokok yang paling dibutuhkan oleh masyarakat setiap harinya untuk mencukupi kebutuhan pangan. Oleh karena itu, pengelolaannya ditangani oleh pemerintah. Namun pada bulan november harga minyak goreng sawit naik hingga dua kali lipat dari harga pasar sebelumnya dari rata-rata per liter harga Rp. 15.500 menjadi Rp. 20.000-23.000. Hal ini memicu keresahan bagi masyarakat, sehingga di bulan Desember pemerintah memberikan kebijakan bahwa harga minyak goreng per liter Rp. 14.000, namun kenyataannya di lapangan produk ini menghilang dari pasaran. Kelangkaan minyak goreng terjadi di berbagai daerah di Indonesia khususnya di Jakarta, dengan sekitar 11 juta jiwa penduduk yang menjadi pasar terbesar pula untuk berbagai jenis bahan pangan. Hal ini tidak diketahui apa penyebabnya, namun memberikan dampak yang luar biasa bagi kehidupan masyarakat. Seberapa jauh dampak yang dirasakan oleh masyarakat menjadi sebuah permasalahan tersendiri yang perlu dipecahkan untuk mengantisipasi kejadian selanjutnya. Tujuan penelitian ini adalah untuk melakukan antisipasi apabila terjadi kelangkaan minyak goreng atau bahan pokok lainnya. Penelitian ini dilakukan dengan menggunakan metode Exploratory Data Analysis (EDA). Penelitian ini adalah penelitian pertama yang mengkaji dampak kelangkaan minyak goreng terhadap masyarakat. Hasil dari UNIVERSITAS MERCU BUANA xii Penelitian ini yang disajikan dalam visualisasi yang menghasilkan data mengenai rentang waktu masyarakat mendapatkan minyak goreng, tempat yang paling banyak untuk mendapatkan minyak goreng pada masa kelangkaan, jenis minyak yang digunakan, perilaku masyarakat dalam menghadapi fenomena kelangkaan minyak goreng. Kemudian perilaku masyarakat dalam mengatasi kebiasaan memasak mereka, hingga pemilihan minyak goreng alternatif dan pandangan masyarakat terhadap penyebab kelangkaan minyak goreng yang terjadi selama ini. Penelitian ini hanya melihat seberapa besar pengaruh kelangkaan tersebut kepada masyarakat. Hasil penelitian ini ditujukan sebagai bahan referensi antisipasi untuk kejadian yang sama dikemudian hari, dengan harapan semoga hal ini tidak terjadi kembali. Therefore, its management is handled by the government. However, in November the price of palm cooking oil rose to double the previous market price from an average price per liter of Rp. 15,500 to Rp. 20,000-23,000. This triggered unrest for the community, so in December the government provided a policy that the price of cooking oil per liter was Rp. 14,000, but in reality in the field this product disappeared from the market. The scarcity of cooking oil occurred in various regions in Indonesia, especially in Jakarta, with around 11 million inhabitants, which is also the largest market for various types of food. It is not known what caused this, but it has had a tremendous impact on people's lives. The extent of the impact felt by the community is a separate problem that needs to be solved to anticipate further events. The purpose of this research is to anticipate if there is a scarcity of cooking oil or other staples. This research was conducted using the Exploratory Data Analysis (EDA) method. This research is the first research that examines the impact of cooking oil scarcity on society. The results of this study are presented in a visualization that produces data on the time span of the community to get cooking oil, the most places to get cooking oil during the scarcity period, the type of oil used, the behavior of the community in dealing with the phenomenon of cooking oil scarcity. Then the behavior of the community in UNIVERSITAS MERCU BUANA xiv overcoming their cooking habits, to the selection of alternative cooking oil and the community's views on the causes of cooking oil scarcity that occurred so far. This research only looks at how much influence the scarcity has on the community. The results of this study are intended as anticipatory reference material for similar events in the future, with the hope that this will not happen again.
