Abstract

Tantangan yang saat ini sedang dihadapi di Indonesia adalah keterbatasan spektrum frekuensi radio untuk penggelaran IMT-2020. Pita frekuensi 3.5 GHz dinilai berpotensi untuk penyebaran awal, akan tetapi pada saat ini pita spektrum tersebut masih dimanfaatkan untuk layanan satelit. Agar teknologi IMT-2020 dapat segera diimplementasikan di Indonesia, maka dibutuhkan proses realokasi dan pemberian kompensasi terhadap operator satelit berdasarkan zona wilayah. Penelitian ini dilakukan dengan pembentukan indeks telekomunikasi untuk skema zona wilayah dan juga secara tekno ekonomi melalui pendekatan terhadap lisensi pita frekuensi 2.3 GHz agar mengetahui nilai BHP pita frekuensi 3.5 GHz serta nilai NPV dengan memperhatikan biaya regulasi terhadap operator seluler. Hasil penelitian didapat sebanyak 15 provinsi diproyeksikan dapat segera mengimplementasikan teknologi IMT-2020 di awal tahun pertama, disusul 9 provinsi, 5 provinsi, 3 provinsi, dan 2 provinsi di tiap tahun berikutnya dengan peningkatan NPV sebesar Rp. 92.050.000.000, IRR 43%, ROI 57.63% per tahunnya, dan payback period selama 2,7 tahun, serta biaya regulasi keseluruhan masih dibawah 10% dengan menggunakan rasio 40% BHP terhadap pendekatan lisensi pita frekuensi 2.3 GHz. Pada penelitian selanjutnya disarankan agar pembagian zona wilayah dikembangkan dengan memperhatikan penyebaran VSAT di masing-masing kota/kabupaten. Serta untuk menghindari adanya kesenjangan digital di Indonesia, pada zona wilayah yang belum memiliki potensi ekonomi dan penggunaan layanan seluler broadband yang cukup untuk segera mengimplementasikan IMT-2020 maka dibutuhkan peningkatan infrastruktur telekomunikasi seperti penambahan backbone atau backhaul seluler. The 3.5 GHz frequency band is believed to have potential for initial deployment, but it is currently used for satellite services. To immediately deploy IMT-2020 technology in Indonesia, a procedure of reallocation and compensation to satellite operators based on regional zones is required. This research was carried out by developing a telecommunications index for regional zone schemes as well as techno-economically through an approach to licenses for the 2.3 GHz frequency band to determine the BHP value for the 3.5 GHz frequency band and the NPV value while factoring in regulatory costs for cellular operators. Following the findings of this research, 15 provinces are expected to be able to immediately implement IMT-2020 technology at the beginning of the first year, followed by 9 provinces, 5 provinces, 3 provinces, and 2 provinces in each subsequent year, with an increase in NPV of IDR 92,050,000,000, IRR 43%, ROI 57.63% per year, a payback period of 2.7 years, and overall regulatory costs are still under 10% using a 40% BHP ratio to the 2.3 GHz Future research should focus on identifying regional zones depending on VSAT deployment in each city/district. To avoid a digital divide in Indonesia, it is important to strengthen telecommunications infrastructure, such as adding a cellular backbone or backhaul, in areas where there is no economic potential, and the use of cellular broadband services is suitable to immediately implement IMT-2020.
