Abstract

Posisi kegiatan usaha radio saat ini dinilai cukup berat dengan semakin menurunya pendapatan iklan radio. Selain itu masyarakat lebih condong menggunakan Over The Top (OTT) audio. Namun sebagian kalangan penyelenggara radio teresterial sudah melakukan uji coba radio digital. Maka dari itu diperlukan suatu studi kelayakan untuk mengetahui teknologi radio siaran digital apa yang layak digunakan. Penelitian ini bertujuan untuk mengetahui siaran radio digital teresterial yang tepat untuk diterapkan di Indonesia serta mengetahui kebutuhan Capital Expenditure (CapEx) dan Operational Expenditure (OpEx) untuk melakukan implementasi radio digital teresterial tersebut. Metode dalam penelitian ini adalah kuantitatif. Pengumpulan data dilakukan dengan survey dan wawancara. Teknik analisis data menggunakan metode tekno ekonomi. Hasil penelitian menunjukan bahwa teknologi Digital Radio Mondiale (DRM) memiliki jangkauan yang lebih luas, tahan interferensi pada kondisi simulcast, fleksibel dalam pemilihan kanal frekuensi yang dapat digunakan, dan hemat daya hingga 10kW:1kW. Sedangkan teknologi Digital Audio Broadcasting (DAB) unggul dari segi teknis dan efisiensi karena pemilihan program yang lebih beragam dengan 1 mux dapat membawa 18 program, kualitas suara yang setara dengan CD, serta fleksibel dalam pemilihan laju bit yang dapat digunakan. Sehingga dapat diambil kesimpulan dari aspek teknis bahwa DAB ialah teknologi yang cocok digunakan di Indonesia khususnya kota besar, akan tetapi pada implementasi DRM dan DAB dapat dilaksanakan secara situasional sesuai dengan kebutuhan. Sementara terkait dengan CapEx dan OpEx, hasil penelitian menunjukkan bahwa dengan simulasi tekno ekonomi terdapat 2 skenario penyelenggaraan radio digital. Pertama dengan menggunakan model scenario 1 transmitter DRM dengan biaya Rp2.062.699.197,00. Kedua, dengan menggunakan model scenario 18 transmitter DAB dengan biaya Rp2.673.056.101,00. Sedangkan harga dari receiver radio digital (DAB dan DRM) sekitar Rp3.774.000,00 yang menunjukan harga lebih tinggi dibanding harga receiver FM. Saran bagi penelitian selanjutnya agar dapat mengkaji lebih jauh aspek teknologi DAB dan DRM di wilayah rural. Serta meneliti terkait persaingan antara usaha bisnis radio dengan OTT audio. Kata kunci: Radio Digital, DAB, DRM, CapEx, OpEx. The current position of radio business activities is considered very huge with the decreasing revenue of radio advertising. In addition, people are more prefer to use Over the Top (OTT) audio. However, some of the terrestrial radio operators have tested digital radio. Therefore we need a feasibility study to find out what digital broadcast radio technology is feasible to use. This study aims to determine the proper terrestrial digital radio broadcast to be implemented in Indonesia and also to find out the need for Capital Expenditure (CapEx) and Operational Expenditure (OpEx) to implement the terrestrial digital radio. The method in this research is quantitative. Data was collected by surveys and interviews. The data analysis technique uses the techno-economic method. The results show that Digital Radio Mondiale (DRM) technology has a wider range, is resistant to interference in simulcast conditions, is flexible in the selection of frequency channels that can be used, and saves power up to 10kW:1kW. Meanwhile, Digital Audio Broadcasting (DAB) technology is superior in terms of technicality and efficiency because the selection of programs is more diverse with 1 mux can carry 18 programs, sound quality is equivalent to CD, and flexible in choosing the bit rate that can be used. So it can be concluded from the technical aspect that DAB is a technology that is suitable for use in Indonesia, especially in big cities, but the implementation of DRM and DAB can be carried out situationally according to needs. While related to CapEx and OpEx, the results of the study show simulation model that there are 2 scenarios for the operation of digital radio. The first is model scenario to use 1 DRM transmitter at a cost of IDR 2,062,699,197.00. Second, model scenario 2 by using 18 DAB transmitters at a cost of IDR 2,673,056,101.00. Meanwhile, the price of digital radio receivers (DAB and DRM) is around Rp. 3,774,000.00, which indicates a higher price than the price of FM receivers. Suggestions for further research are to study further aspects of DAB and DRM technology in rural areas. As well as researching the competition between the radio business and OTT audio.
