Abstract
Abstract – Bantuan Pangan Non Tunai (BPNT) is the government's effort to change the form of assistance to non-cash, through the use of electronic cards that are given directly to Keluarga Penerima Manfaat (KPM) with a nominal value of Rp. 200,000 per month. The distribution of BPNT held is still not optimal because of the unequal distribution of assistance to the poor, especially in the Poris Gaga Village area, the purpose of this research is to build a Decision Support System (DSS) to determine the right community to receive BPNT which will be given based on several criterias: education, drinking water sources, house walls, floor conditions, ability to buy clothes, roofs, floor area, sources of lighting, employment, food consumption and ability to seek treatment. In this study, it is proposed to build a model that has a decision-making concept called the Bantuan Sosial Masyarakat (BASOMA). Where the proposed model uses the Analytical Hierarchy Process (AHP) method. The results of the study show that alternative 3 is the main priority for prospective BPNT recipients with a final result of 0.357. Abstrak – Bantuan Pangan Non Tunai (BPNT) merupakan upaya pemerintah untuk merubah bentuk bantuan menjadi non tunai yakni melalui penggunaan kartu elektronik yang diberikan secara langsung kepada Keluarga Penerima Manfaat (KPM) dengan nominal sebesar Rp. 200.000 per-bulan. Penyaluran BPNT yang diselenggarakan masih belum optimal karena tidak merata nya pembagian bantuan kepada masyarakat kurang mampu khusunya di wilayah Kelurahan Poris Gaga, tujuan dari penelitian ini adalah membangun Sistem Pendukung Keputusan (SPK) untuk menentukan masyarakat yang tepat dalam menerima BPNT yang akan diberikan berdasarkan beberapa kriteria yang digunakan, yaitu: pendidikan, sumber air minum, dinding rumah, kondisi lantai, kemampuan membeli pakaian, atap rumah, luas lantai, sumber penerangan, pekerjaan, konsumsi makanan dan kemampuan berobat. Dalam penelitian ini, mengusulkan untuk membangun sebuah model yang memiliki konsep pengambilan keputusan yang dinamakan sistem Bantuan Sosial Masyarakat (BASOMA). Dimana model yang diusulkan menggunakan metode Analytical Hierarchy Process (AHP). Hasil dari penelitian menunjukan bahwa alternatif 3 merupakan prioritas utama calon penerima BPNT dengan hasil akhir 0,357.
