Abstract

The inequality of power relations and the fertile culture that adheres to a patriarchal system has always been the main trigger or cause of violence against women, physically and sexually. Recorded in the Annual Records (CATAHU) of Komnas Perempuan, the number of cases of sexual violence against women is very high and increases every year. This study aims to determine the reception of @komnasperempuan followers regarding the five campaign contents of the Legalization of the Draft Law on the Elimination of Sexual Violence #sahanRUUPKS. The theory used is the reception analysis theory of Stuart Hall's encoding-decoding model. This research paradigm uses a constructivism approach. The results of this study were carried out using data collection techniques through in-depth interviews with eight informants and showed various meanings, according to their respective experience, education, and cultural backgrounds. In a dominant position, the informant accepts and agrees with the contents of the campaign message that cases of violence against women, both physically and sexually, in Indonesia are still extremely high and requires a definite rule, namely RUU PKS to protect victims, especially women. In a negotiation position, informants still accepted the entire content of the campaign's message, although they had doubts about the implementation of RUU PKS after legalization, the eradication of sexual violence, and the attitude of the Indonesian Parliament in prioritizing RUU PKS. In the conclusion of this study, there are two positions in the reception analysis found. The majority of informants are in a dominant position. Informants who provide exceptions in some campaign content are in a negotiation position. No informants were found in opposition positions. Keywords: Sexual Violence, Reception Analysis, Komnas Perempuan, #sahkanRUUPKS Ketimpangan relasi kuasa dan suburnya budaya yang menganut sistem patriarki selalu menjadi pemicu atau penyebab utama terjadinya kekerasan terhadap perempuan, secara fisik dan seksual. Tercantum dalam Catatan Tahunan (CATAHU) Komnas Perempuan, angka kasus kekerasan seksual terhadap perempuan sangat tinggi dan meningkat setiap tahunnya. Penelitian ini bertujuan untuk mengetahui resepsi followers @komnasperempuan mengenai lima konten kampanye Pengesahan Rancangan Undang-Undang Penghapusan Kekerasan Seksual #sahkanRUUPKS. Teori yang digunakan adalah teori analisis resepsi model encoding-decoding Stuart Hall. Paradigma penelitian ini menggunakan pendekatan konstruktivisme. Hasil penelitian dilakukan dengan teknik pengumpulan data melalui proses wawancara secara mendalam kepada delapan informan, dan menunjukkan pemaknaan yang beragam, sesuai dengan latar belakang pengalaman, pendidikan, dan budaya mereka masing-masing. Dalam posisi dominan, informan menerima dan menyetujui isi pesan konten kampanye, bahwa kasus kekerasan terhadap perempuan, baik secara fisik dan seksual di Indonesia masih sangat tinggi, dan membutuhkan suatu aturan pasti, yaitu RUU PKS untuk dapat melindungi korban khususnya perempuan. Dalam posisi negosiasi, informan masih menerima seluruh isi pesan konten kampanye tersebut, meskipun memiliki keraguan atas penerapan RUU PKS setelah disahkan, pemberantasan kekerasan seksual, dan sikap DPR RI dalam memprioritaskan RUU PKS. Kesimpulan penelitian ini, ada dua posisi dalam analisis resepsi yang ditemukan. Mayoritas informan berada di posisi dominan, dan informan yang memberikan pengecualian dalam beberapa konten kampanye, berada di posisi negosiasi.
