Abstract

DKI Jakarta is the largest and most densely populated city in Indonesia. As the capital of the country with a high level of mobility, DKI Jakarta also has the characteristics of quite a lot of pedestrians and quite high number of vehicle users. One of them is located on Jalan Medan Merdeka Selatan. This study aims to evaluate the effectiveness of the performance of the Pelican Crossing facility for road users, as well as to review the traffic flow performance of the crossing facilities on Jalan Medan Merdeka Selatan. The method used in this study follows the analysis contained in the Highway Capacity Manual, 2000 (HCM 2000), Indonesia Road Capacity Manual 1997 (MKJI 1997) and Importance Performance Analysis (IPA). This study examines the division of 2 segments on the entire road segment. Segment 1 with traffic flow from the east, and segment 2 with traffic flow from the west. Traffic flow data collection is carried out by surveying from each direction. The survey was conducted for 3 days, namely 2 on weekdays (Tuesday and Thursday), and also on holidays/weekends (Sunday) for 2 peak hours in the morning and afternoon. Based on the calculation of the survey results (conducted during the New Normal period), for both segments, the level of service (Level of Service/LOS) is obtained with the category A level. And the PV2 value for segment I is 3.2 x 108, which recommends using this type of crossing. Pelican Crossing with a shield and the PV2 value for segment II is 1,502 x 108 which recommends using the Pelican Crossing crossing without a shield. And for the road user satisfaction survey using the questionnaire method and the IPA method, the percentage of road user satisfaction is 84.02%. Keywords: Traffic Flow, Service Level, IPA DKI Jakarta merupakan kota yang paling besar dan padat di Indonesia. Sebagai ibukota negara dengan tingkat mobilitas yang tinggi, DKI Jakarta juga mempunyai karakteristik pejalan kaki yang cukup banyak serta pengguna kendaraan yang cukup tinggi. Salah satunya terdapat di Jalan Medan Merdeka Selatan. Penelitian ini bertujuan untuk mengevaluasi keefektifan kinerja fasilitas Pelican Crossing bagi para pengguna jalan, serta meninjau kembali kinerja arus lalu lintas terhadap fasilitas penyebrangan yang berada di Jalan Medan Merdeka Selatan. Metode yang digunakan dalam penelitian ini mengikuti analisis yang terdapat dalam peraturan Highway Capacity Manual, 2000 (HCM 2000), Manual Kapasitas Jalan Indonesia 1997 (MKJI 1997) serta Importance Performance Analisys (IPA). Penelitian ini meninjau pembagian 2 segmen terhadap keseluruhan ruas jalan. Segmen 1 dengan arus lalu lintas dari arah timur, serta segmen 2 dengan arus lalu lintas dari arah barat. Pengumpulan data arus lalu lintas dilakukan dengan survei dari setiap arah. Survei dilakukan selama 3 hari yaitu 2 pada hari kerja/weekdays (Selasa, dan Kamis), dan juga pada hari libur/weekends (Minggu) untuk 2 jam puncak pagi serta sore hari. Berdasarkan perhitungan hasil survei (dilakukan pada masa New Normal), untuk kedua segmen diperoleh tingkat pelayanan jalan (Level of Service/LOS) dengan kategori level A. Serta nilai PV2 untuk segmen I yaitu 3,2 x 108, di mana merekomendasi untuk menggunakan jenis penyebrangan Pelican Crossing dengan pelindung dan nilai PV2 untuk segmen II yaitu 1,502 x 108 yang mana merekomendasi untuk menggunakan jenis penyeberangan Pelican Crossing dengan tanpa pelindung. Dan untuk survei kepuasan pengguna jalan dengan metode kuesioner serta metode IPA, diperoleh hasil persentase kepuasan pengguna jalan 84,02%. Kata Kunci : Arus Lalu Lintas, Tingkat Pelayanan, IPA
