Abstract

ABSTRACT Along with the rapid development of information technology, the need for a concept and mechanism in terms of computerized systems. The concept then known as this information system brings the influence of the process of transforming conventional information reporting system into a computerized form, both content and its system that is bridged by Internet technology. This gives the possibility of reporting information more effectively and easily. However, it is not yet owned by a government agency that handles violations of the code of ethics of election organizers or better known as DKPP (Board of General Election Organizer). Currently DKPP still uses the information reporting system, especially on the violation of code of ethics by using semi-manual (excel), and often becomes an inefficient constraint for the secretariat of DKPP members in providing the required reports in quick time. Given this problem, researchers used the waterfall methodology to create a web-based system that could facilitate the DKPP secretariat in a short period of time to present a report of violations of the ethics code of election organizers requested by stakeholders at DKPP. With the making of the system is expected members of the secretariat DKPP can help provide information reports of violations of the code of conduct of elections organizers more quickly and accurately. Keywords: code violation, DKPP secretariat, election organizer, waterfall ABSTRAK Seiring dengan perkembangan teknologi informasi yang semakin pesat, kebutuhan akan suatu konsep dan mekanisme dalam hal sistem komputerisasi. Konsep yang kemudian terkenal dengan sebutan sistem informasi ini membawa pengaruh terjadinya proses transformasi sistem pelaporan informasi yang konvensional ke dalam bentuk yang terkoputerisasi, baik secara isi dan sistem nya yang dijembatani oleh teknologi internet. Hal ini memberi kemungkinan pelaporan informasi akan lebih efektif dan mudah. Namun hal tersebut belum dimiliki oleh suatu lembaga pemerintahan yang menangani pelanggaran kode etik peyelenggara pemilu atau lebih dikenal dengan DKPP (Dewan Kehormatan Penyelenggara Pemilu). Saat ini DKPP masih menggunakan sistem pelaporan informasi khususnya mengenai pelanggaran kode etik dengan menggunakan semi–manual (excel), dan sering kali menjadi kendala yaitu tidak efisien bagi sekretariat DKPP dalam memberikan laporan yang dibutuhkan dalam waktu yang cepat. Dengan adanya masalah tersebut, peneliti menggunakan metodologi waterfall untuk membuat sebuah sistem berbasis web yang dapat memudahkan sekretariat DKPP dalam waktu yang cepat untuk menyajikan suatu laporan pelanggaran kode etik penyelenggara pemilu yang diminta oleh pemangku kepentingan di DKPP. Dengan pembuatan sistem tersebut diharapkan anggota sekretariat DKPP dapat membantu memberikan informasi laporan pelanggaran kode etik penyelenggara pemilu dengan lebih cepat dan akurat.
