Abstract

Abstrak - Adanya beberapa model use cases teknologi 5G, mendorong munculnya beberapa model kerjasama penyelenggaraan telekomunikasi. Selain bentuk kerjasama layaknya pada penyediaan layanan teknologi 4G yang bersifat Business to Business (B2B) dan Business to Customer (B2C), juga terdapat model kerjasama B2B2X, yang mana "X" dapat merupakan perusahaan (Business atau B), Pemerintah (Government atau G) maupun pengguna langsung (Consumer atau C). Dari hasil implementasi bisnis model 5G di beberapa negara, terlihat strategi kebijakan dan peran Pemerintah dan/atau Regulator yang berbeda-beda dalam mendorong penyelenggaraan 5G. Di Indonesia setiap jenis penyelenggaraan jaringan telekomunikasi memiliki kewajiban pembangunan/penyediaan jaringan telekomunikasi sesuai dengan izin penyelenggaraan yang dimiliki, baik yang berupa pembangunan/penyediaan jaringan backbone, jaringan backhaul maupun jaringan akses. Penelitian ini menggunakan metode pendekatan tekno ekonomi dan bertujuan menganalisa keterkaitan tekno ekonomi dengan struktur perizinan telekomunikasi selular dan juga menganalisa kebutuhan regulasi terhadap bisnis model 5G di Indonesia yang efektif diterapkan di Indonesia. Berdasarkan hasil penelitian, diperoleh gambaran bahwa wilayah dengan pertumbuhan trafik yang besar seperti 6 ibu kota propinsi di pulau jawa, rata rata investasinya selama 5 tahun dapat dikatakan layak (NPV bernilai positif). Potensi break even point (BEP) terjadi pada tahun ke 3 dengan menggunakan ARPU sebesar Rp. 200.000,-. Sedangkan nilai IRR positif berkisar diatas 10% dengan PBP setelah tahun ke 5. Untuk wilayah wisata superprioritas dengan kebutuhan trafik yang terbatas, investasi selama 5 tahun menunjukan hasil yang tidak layak, sehingga diperlukan penataan terhadap struktur perizinan telekomunikasi selular agar kebutuhan layanan 5G di lokasi wisata dapat dipenuhi dan mendukung program pemerintah untuk percepatan implementasi 5G. Abstract - The existence of several models of use cases for 5G technology, encourages the emergence of several models of cooperation in telecommunications operations. In addition to the form of cooperation such as in the provision of 4G technology services that are Business to Business (B2B) and Business to Customer (B2C), there is also a B2B2X collaboration model, where "X" can be a company (Business or B), Government (Government or G) or direct users (Consumer or C). From the results of implementing the 5G business model in several countries, it can be seen that the policy strategies and roles of the Government and/or Regulators are different in encouraging the implementation of 5G. In Indonesia, each type of telecommunication network operation has the obligation to develop/provide telecommunication networks in accordance with the operating licenses held, whether in the form of construction/providing of backbone networks, backhaul networks and access networks. This study uses a techno-economic approach and aims to analyze the relationship between techno-economics and the structure of cellular telecommunications licensing and also to analyze the regulatory needs of the 5G business model in Indonesia that is effectively implemented in Indonesia. Based on the results of the study, it can be seen that in areas with large traffic growth, such as the 6 provincial capitals on the island of Java, the average investment for 5 years can be said to be feasible (positive NPV). The potential break even point (BEP) occurs in the 3rd year using an ARPU of Rp. 200,000,-. Meanwhile, the positive IRR value is above 10% with PBP after year 5.
