Abstract

ABSTRAK Seiring dengan pesatnya perkembangan industri otomotif di Indonesia, Pemerintah sebagai regulator berperan penting dalam merumuskan kebijakan dan aturan demi keberlangsungan seluruh proses bisnis di Indonesia. Salah satu kebijakan yang saat ini sedang berjalan adalah KBH2 atau Kendaraan Bermotor Hemat Energi dan Harga Terjangkau. Kebijakan ini merupakan program pemberian insentif ppnbm menjadi 0% bagi setiap produk KBH2 yang dipasarkan oleh produsen. namun, dalam hal ini penulis mencoba untuk melakukan pengukuran kebijakan KBH2 dengan melihat efektifitas tingkat serapan di manufakturnya. Metode yang digunakan untuk mengukur hal tersebut yaitu dengan menggunakan analisa produktivitas parsial pada rasio penjualan, rasio total produksi serta rasio tenaga kerja dari manufaktur. Dilanjutkan dengan melakukan analisa masing-masing rasio nya menggunakan SWOT, dan mengukur manfaat kebijakan dari sisi pemerintah dan perusahaan. Hasil penelitian ini menunjukkan bahwa produktivitas dari PT.X cukup baik dalam menerima dan mengolah kebijakan ini, namun dalam prosesnya, produktivitas dipengaruhi oleh faktor internal seperti jumlah tenaga kerja dan strategi perusahaan, serta faktor eksternal yang cukup mendominasi seperti krisis ekonomi global dan inflasi. ABSTRACT Along with the rapid development of the automotive industry in Indonesia, the Government as a regulator plays an important role in formulating policies and rules for the sustainability of all business processes in Indonesia. One of the policies currently underway is KBH2 or Energy Efficient Motor Vehicles and Affordable Prices. This policy is a ppnbm incentive program to 0% for each KBH2 product marketed by the manufacturer. however, in this case the author tries to make a measurement of KBH2 policy by looking at the effectiveness of the level of absorption in its manufacturing. The method used to measure it is by using partial productivity analysis on the ratio of sales, the ratio of total production and the ratio of labor from manufacturing. Followed by analyzing each of his ratios using SWOT, and measuring the policy benefits of the government and company side. The results of this study indicate that the productivity of PT.X is good enough to receive and process this policy, but in the process, productivity is influenced by internal factors such as the amount of labor and corporate strategy, as well as enough external factors dominate such as the global economic crisis and inflation.
