Abstract

Pembangunan Jalan Tol Serang-Panimbang merupakan salah satu upaya Pemerintah untuk mendorong pertumbuhan perekonomian KEK Tanjung Lesung yang dikerjakan dengan skema Kerjasama Pemerintah dan Badan Usaha (KPBU) dengan seksi 1 - 2 merupakan porsi Badan Usaha Jalan Tol (BUJT) dan Seksi 3 merupakan porsi Pemerintah. Sumber pembiayaan pembangunan Jalan Tol Serang – Panimbang Seksi 3 direncanakan berasal dari pinjaman luar negeri. Akan tetapi, pandemi Covid-19 mengakibatkan tertundanya pembangunan Jalan Tol Serang – Panimbang yang direncanakan akan dimulai pada awal tahun 2021. Pada kondisi saat ini terjadi penurunan suku bunga maka besaran bunga dan biaya pinjaman seharusnya disesuaikan. Akibatnya, memungkinkan adanya potensi perubahan sumber pembiayaan dan pelelangan ulang sehingga pekerjaan Pembangunan Jalan Tol Serang-Panimbang diperkirakan akan tertunda 1-2 tahun kedepan. Penelitian ini dilakukan dengan melakukan evaluasi pada dokumen Studi Kelayakan Proyek Pembangunan Jalan Tol Serang-Panimbang dengan perkiraan bahwa pekerjaan akan dimulai 1-2 tahun kedepan. Analisis kelayakan ekonomi dan finansial dilakukan dengan menghitung nilai Biaya Operasional Kendaraan (BOK) jalan eksisting, nilai waktu tempuh (time value) jalan eksisting, Benefit Cost Ratio (BCR), Nett Present Value (NPV), Internal Rate of Return (IRR), .Payback Period. Dari hasil analisis kelayakan ekonomi didapatkan nilai BCR 1,43 > 1, maka pembangunan jalan tol Serang - Panimbang dikatakan layak dari aspek ekonomi. Sedangkan dari hasil analisis kelayakan finansial didapatkan nilai BCR 3,41 > 1, NPV Rp 39.646.612.675.528,- > 0, dan IRR 6,4% > MARR, serta waktu pengembalian Investasi (Payback Period) selama 16 Tahun 10 Bulan 20 Hari < 40 tahun, maka pembangunan jalan tol Serang - Panimbang dikatakan layak dari aspek finansial. Kata Kunci : Benefit Cost Ratio, Internal Rate of Return, Nett Present Value, Pay Back Period dan Studi Kelayakan The construction of Serang-Panimbang Toll Road Development is one of the Goverments’s efforts to encourage economic growth of KEK Tanjung Lesung which is used Public Private Partnership (PPP) scheme, section 1 – 2 is being BUJT’s portion and section 3 is being Goverments’s portion. The source of financing for the construction of Serang – Panimbang Toll Road Section 3 is planned from foreign loans. However, Covid-19 pandemic has delayed the construction which is planned to start in early 2021. In this condition, there is a decline in interest rates, so that loan interest rates should be adjusted. As a result, there is a potential for changes in financing sources and re-tenders so that the construction of the Serang-Panimbang Toll Road is expected to be delayed for the next 1-2 years. This research was conducted by evaluating the Feasibility Study Document of Serang-Panimbang Toll Road Development Project with an estimate that the construction will start in the next 1-2 years. Economic and financial feasibility analysis is carried out by calculating the value of the Vehicle Operational Cost of the existing road, the time value of the existing road, Benefit Cost Ratio (BCR), Net Present Value (NPV), and the Internal Rate of Return (IRR). The results of the economic feasibility analysis, the BCR value is 1.43 > 1, so the construction of the Serang - Panimbang Toll Road is feasible from the economic aspect. Meanwhile, from the results of the financial feasibility analysis, BCR value is 3.41 > 1, NPV is Rp. 39,646,612,675,528, - > 0, IRR is 6.4% > MARR, and payback period is 16 years and 10 months and 20 days < 40 years, the construction of the Serang - Panimbang Toll Road is is feasible from the financial aspect.
