Abstract

Research about condition analysis of desease, lengh of stay, outpatient and cost of care services to patient with accounts receivables private insurance in RSJPDHK is aimed to know the picture of the factors that affect patient receivables of private insurance. Receivables service is something that can not avoided by the hospital. This condition is also visible in the RSJPDHK, where the service receivables from year to year, tend to increase. Receivables number of services that not appropriate time will result in increased costs for receivables and receivables in the end it will be submiited to KPKNL hierarchy as the highest body of government in decision making Reseach using this design method descriptive analytical techniques with a survey to know the influence and relationships between variables, using a sample of 130 patient.who have private insurance receivables of the periode January- June 2008 at RSJPDHK The result of this study indicate that there is meaningful condition of cardiovasculaer desease, length of stay, outpatient condition, cost of care services to the account receivables of the patient in private insurance RSJPDHK, while the condition of cardiovasculaer desease most significantly. Result of this research is expected to be used as inputs to consider and manage the aspects that can minimize the occurrence of receivables and reduce patient services through the implementation of private insurance programs Casemix with Ina-DRG, re-evalution of payment in advance Standard Operational Procedure (SOP) billing and receivables, and planning a structured treadment The committee established by The Medical Hospital Key words : Condition of cardiovasculaer desease, length of stay, outpatient condition, cost of care services , accounts receivable private insurance Penelitian tentang pengaruh kondisi penyakit kardiovaskuler, lama hari rawat, kondisi keluar rawat dan biaya perawatan terhadap piutang pelayanan pasien jaminan pribadi di Rumah Sakit Jantung dan Pembuluh Darah Harapan Kita (RSJPDHK), ditujukan untuk mengetahui gambaran faktor-faktor yang mempengaruhi piutang pelayanan pasien jaminan pribadi, Piutang pelayanan adalah suatu kondisi yang tidak bisa dihindarkan oleh rumah sakit, kondisi ini juga terlihat di RSJPDHK dimana piutang pelayanan dari tahun ke tahun cenderung meningkat. Piutang yang tidak tertagih sesuai waktunya akan menyebabkan terjadinya peningkatan biaya penyisihan piutang dan pada akhirnya piutang tersebut akan diserahkan ke Kantor Pelayanan Kekayaan Negara dan Lelang (KPKNL) sebagai hirrarki tertinggi badan pemerintah dalam pengambilan keputusan. Penelitian ini menggunakan metode rancangan deskriptif analitik dengan teknik survey untuk mengetahui pengaruh antar variable dengan menggunakan total populasi sebanyak 130 responden pasien jaminan pribadi yang memiliki piutang pelayanan periode Januari-Juni 2008 di RSJPDHK Hasil penelitian ini menunjukan bahwa ada pengaruh yang signifikan antara kondisi penyakit, lama hari rawat, kondisi keluar rawat, dan biaya perawatan terhadap piutang pelayanan pasien jaminan pribadi, dengan kondisi kegawatan penyakit memberikan kontribusi yang terbesar. Hasil penelitian ini diharapkan dapat digunakan sebagai masukan untuk mengatur dan mempertimbangkan aspek-aspek yang dapat meminimalkan dan mengurangi terjadinya piutang pelayanan pasien jaminan pribadi melalui pelaksanaan program Case mix dengan Ina-DRG, re-evaluasi pembayaran di muka dan Standar Operasional Prosedur penagihan piutang, serta perencanaan rawat yang terstruktur yang ditetapkan oleh Komite Medik Rumah Sakit.
