Abstract

Depo Lokomotif Jatinegara merupakan Unit Pelaksana Teknis dari PT. Kereta Api Indonesia (Persero) Daerah Operasi I Jakarta yang memiliki tugas pokok dan fungsi menjamin kehandalan sarana lokomotif. Dalam menjalankan tugas pokok dan fungsinya menjamin kehandalan lokomotif, Depo Lokomotif Jatinegara membutuhkan kepastian stok BBM yang selalu tersedia. Sehingga dibutuhkan rantai pasok yang baik untuk memenuhi kebutuhan BBM. Namun dalam hal ini terdapat beberapa risiko yang muncul dalam proses rantai pasok BBM pada Depo Lokomotif Jatinegara. Tujuan penelitian ini ialah untuk (1) Mengidentifikasi risiko yang timbul pada proses rantai pasok BBM di Depo Lokomotif Jatinegara, (2) Mengetahui faktor-faktor apa saja yang berkontribusi terhadap munculnya risiko pada proses rantai pasok BBM di Depo Lokomotif Jatinegara, (3) Mengetahui strategi penangangan risiko yang dilakukan dalam mengelola risiko pada proses rantai pasokan BBM di Depo Lokomotif Jatinegara, (4) Mengetahui proses mitigasi risiko setelah dilakukan penanganan risiko pada proses rantai pasok BBM di Depo Lokomotif Jatinegara. Penelitian ini dilaksanakan pada salah unit pelaksanaan teknis perawatan sarana PT. Kereta Api Indonesia (Persero) tepatnya Depo Lokomotif Jatinegara. Manajemen risiko dilakukan berdasarkan ISO:31000 dengan risk assesment menggunakan metode FMEA (Failure Mode And Effect Analysis) untuk identifikasinya risikonya kemudian metode HoR sebagai metode untuk analisisnya. Hasil penelitian menunjukkan bahwa, diperoleh 10 kejadian risiko yang dapat menjadi risiko berdampak cukup besar terhadap aktivitas perusahaan, khususnya pada rantai pasok BBM jika tidak mendapat perhatian dalam proses pengelolaannya. Berikutnya, risiko yang ada berupa risiko yang bersifat strategis, teknis, dan operasional kemudian dikelola dengan beberapa perlakuan seperti transfer risk(share risk) dan controling. Jatinegara Locomotive Depot is a Technical Implementation Unit of PT. Kereta ApiIndonesia (Persero) Operation Area I Jakarta has the main task and function of ensuring the reliability of locomotive facilities. In carrying out its main tasks and ensuring the reliability of locomotives, the Jatinegara Locomotive Depot requires certainty of always available fuel stock. So we need a good supply chain to meet the needs of fuel. However, in this case, there are several risks that arise in the fuelsupply chain process at the Jatinegara Locomotive Depot. The purpose ofthisstudyis to (1) the risks that arise in the fuel supply chain process at the Jatinegara Locomotive Depot, (2) to find out what factors trigger the emergence of challengesin the fuel supply chain process at the Jatinegara Locomotive Depot, (3) to know the strategy risk handling carried out in managing risks in the fuel supply chain process at the Jatinegara Locomotive Depot, (4) Knowing the monitoring and control process after handling the fuel supply chain process at the Jatinegara Locomotive Depot. This research was conducted in one of the technical implementation units of PT. Kereta Api Indonesia (Persero), to be precise, the Jatinegara Locomotive Depot. Risk management is carried out based on ISO: 31000where risk assessment uses the FMEA (Failure Mode And Effect Analysis) methodto look for risks and then the HoR method as a method for analysis. The results showed that there were 10 risk events that could have a major impact on the company's activities, especially in the fuel supply chain if they did not receive attention in the management process. Furthermore, the existing risks in the form of strategic, technical, and operational risks are then managed with several treatmentssuch as risk transfer (share risk) and control.
