Abstract

Salah satu tren model bisnis yang muncul di industri Telekomunikasi, khususnya industri selular adalah kerjasama antar operator Telekomunikasi dalam strategi mengembangkan bisnisnya. Salah satu model bisnis tersebut adalah MVNO (Mobile Virtual Operator Network), yang telah berkembang cukup pesat khususnya di kawasan Eropa dan Amerika Serikat. Untuk Indonesia sendiri, pola kerjasama model MVNO ini sudah ada sejak lama, meskipun belum ada regulasi khusus dibuat untuk mengaturnya. MVNO adalah suatu model bisnis penyedia jasa layanan telekomunikasi, yang tidak mempunyai izin penggunaan frekuensi sendiri, dan hanya melakukan kerja sama dengan Mobile Network Operator (MNO), sebagai operator induk yang memberikan sewa jaringan maupun fasilitas lainnya. Tesis ini membahas mengenai, usulan kerangka regulasi untuk penyelenggaraan model bisnis Mobile Virtual Network Operator (MVNO) di Indonesia. Pembuatan kerangka regulasi ini menggunakan metode penelitian dengan cara membuat suatu kerangkan regulasi yang sesuai dengan kondisi bisnis dan regulasi Telekomunikasi yang ada di Indonesia serta mengacu pada standar ICT Regulations Toolkit dari International Telecommunication Union (ITU), kemudian membandingkan dan melakukan benchmark terhadap model regulasi serupa dari Negara-negara yang telah menerapkan regulasi untuk penyelenggaraan MVNO tersebut. Hasil penelitian ini juga telah merekomendasikan bahwa MVNO bisa diterapkan di Indonesia dengan dasar analisis kelayakan model bisnis, analisis pangsa pasar, analisis profitabilitas yang di dapat operator seluler, serta analisis regulasi terkait izin penyelenggaraan model Bisnis MVNO ini. Model MVNO ini bisa diterapkan di Indonesia, sebagai solusi untuk meringankan biaya investasi, optimalisasi penggunaan sumber daya jaringan, menciptakan segmentasi pasar yang baru, sehingga perkembangan bisnis Telekomunikasi Indonesia akan lebih maju dan kompetitif. MVNO diharapkan bisa diterapkan dan berkembang, baik nantinya dengan adanya pengaturan dari pemerintah secara jelas maupun tanpa pengaturan. Kata kunci : MVNO, MNO, Regulasi, model bisnis, seluer. One trend emerging business models in the telecommunications industry, particularly the cellular industry is a cooperation between telecommunications operators in developing business strategies. One such business model is the MVNO (Mobile Virtual Network Operator), which has developed rapidly, especially in Europe and the United States. For Indonesia itself, the pattern MVNO model of cooperation has been around a long time, although there is no specific regulation is made to regulate them. MVNO business model is a telecommunications service provider, who does not have permission to use its own frequency, and only the cooperation with Mobile Network Operator (MNO), as the main operator that provides leased line and other facilities. This thesis discusses about a proposed regulatory framework for the implementation of business models Mobile Virtual Network Operator (MVNO) in Indonesia. Making this framework in research methods by creating a framework of regulations in accordance with the business conditions and regulatory Telecommunications in Indonesia and refers to the standard ICT Toolkit Regulations of the International Telecommunication Union (ITU), then compare and benchmark against similar models of regulation Countries that have implemented regulations for the implementation of the MVNO. The results of this study have also recommended that the MVNO could be applied in Indonesia on the basis of the feasibility analysis of business models, market share analysis, profitability analysis which can mobile operators, and regulatory analysis related to operating licenses this MVNO business models. MVNO model can be applied in Indonesia, as a solution to ease the investment costs, optimizing the use of network resources, creating a new market segment, so that the development of the Indonesian Telecommunications businesses will be more advanced and competitive. MVNO is expected to be implemented and developed, either later in the presence of government regulation are clearly and without regulation.
