Abstract
The policy to package national road preservation and maintenance activities using the Long Segment scheme was chosen by the Directorate General of Highways to improve connectivity between regions as stipulated in the infrastructure development strategy in Indonesia stipulated in the 2014 National Medium-Term Development Plan (RPJMN). Problems with project delays and defect of work on the Long Segment road project is caused by poor time planning and quality planning. Based on the problems mentioned above, it is necessary to analyze the factors that influence the planning of time and quality in the implementation of the Long Segment road. Analysis of the effect of applying the Critical Path Method (CPM) and Line of Balance (LOB) integration methods to improve efficiency in time planning. Meanwhile, to reduce the occurrence of defects, an analysis of the effect of the application of the Six Sigma method was carried out on its quality planning. The results of statistical analysis found dominant factors in planning time and quality in the implementation of the Long Segment road. The combination of time planning factors (X1), quality planning factors (X2), implementation of the CPM and LOB (X3) integration method and the application of Six Sigma (X4) methods simultaneously have a 66.00% effect on project time and quality (Y) performance Long Segment road, with the regression mathematical model equation: Y = 1,243 + 0,328X1 + 0,009X2 + 0,185X3 + 0,185X4 + e. The results of the case study validation of the integration of the CPM and LOB methods obtained time efficiency results of 16.77%. Validation of the case of the application of the Six Sigma method is implemented on projects that have a value of 11.41 DPMO or equivalent to 5.85 Sigma by forming a Six Sigma Team and evaluating by applying the DMAIC (Define Measure Analyze Improve Control) method to maintain quality and reduce the occurrence of defects. Kata kunci : Time Planning, Quality Planning, CPM & LOB, Six Sigma, Long Segment skema Long Segment dipilih oleh Direktorat Jenderal Bina Marga untuk meningkatkan konektivitas antar wilayah sebagaimana tertuang dalam strategi pembangunan infrastruktur di Indonesia yang ditetapkan dalam Rencana Pembangunan Jangka Menengah Nasional (RPJMN) tahun 2014. Permasalahan keterlambatan pelaksanaan proyek dan cacat mutu pekerjaan pada proyek jalan Long Segment salah satunya disebabkan oleh perencanaan waktu dan mutu yang kurang baik. Berdasarkan permasalahan tersebut di atas maka perlu dilakukan analisis faktor – faktor yang mempengaruhi perencanaan waktu dan mutu pada pelaksanaan jalan Long Segment. Analisis pengaruh penerapan metode integrasi Critical Path Method (CPM) dan Line Of Balance (LOB) untuk meningkatkan efisiensi pada perencanaan waktunya. Sedangkan untuk mengurangi terjadinya defect maka dilakukan analisis pengaruh penerapan metode Six Sigma pada perencanaan mutunya. Hasil analisis statistika didapatkan faktor – faktor dominan dalam perencanaan waktu dan mutu pada pelaksanaan jalan Long Segment. Gabungan dari faktor perencanaan waktu (X1), faktor perencanaan mutu (X2), penerapan metode integrasi CPM dan LOB (X3) dan penerapan metode Six Sigma (X4) secara simultan berpengaruh sebesar 66,00% terhadap kinerja waktu dan mutu (Y) proyek jalan Long Segment, dengan persamaan model matematika regresi : Y = 1,243 + 0,328X1 + 0,009X2 + 0,185X3 + 0,185X4 +e. Hasil validasi studi kasus penerapan metode integrasi CPM dan LOB diperoleh hasil efisiensi waktu sebesar 16,77%. Validasi kasus penerapan metode Six Sigma diimplementasikan pada proyek yang memiliki nilai 11,41 DPMO atau setara dengan 5,85 Sigma dengan cara membentuk Team Six Sigma dan melakukan evaluasi dengan menerapkan metode DMAIC (Define Measure Analyze Improve Control) untuk mempertahankan mutu dan mengurangi terjadinya cacat mutu atau defect.
