Abstract
Presidential Regulation Number 20 Year 2018 regarding Use of Foreign Workers (TKA) is a public policy issued by the President. The issuance of this Presidential Regulation aims to support the national economy and expand employment opportunities through increased investment. However, this decision was a pro-counter in Indonesia's economic and political development. The purpose of this study is to dismantle the meaning of the Foreign Workers Presidential Regulation and the practice of capitalist ideology through news in the online media Detik.com, Kompas.com and Tempo.co from April to May 2018. The theory used in this study is Norman Fairclough's theory. The methodology used in this study is a critical paradigm through Norman Fairclough's critical dircouse analysis. The unit of analysis of this research is the news about the Presidential Regulation on foreign workers. The results of this study indicate that the Government does not dispute the presence of foreign workers from foreign countries, there are political interests between the Government and investors, the media industry applies a capitalist ideology, and applies a global business model based on political interests in Indonesia, the role of the media exists to criticize and support the policies of the Presidential Regulation on Foreign Affairs through reporting loaded on political interests, economic through policy supports issued by Jokowi. Keywords: news, foreign labor, capitalism, media Peraturan Presiden Nomor 20 Tahun 2018 tentang Penggunaan Tenaga Kerja Asing (TKA) merupakan satu kebijakan publik yang dikeluarkan oleh Presiden. Penerbitas Peraturan Presiden ini bertujuan untuk mendukung perekonomian nasional dan perluasan kesempatan kerja melalui peningkatan investasi. Namun, keputusan ini menjadi prokontra dalam perkembangan ekonomi dan politik Indonesia. Tujuan penelitian ini untuk membongkar makna Peraturan Presiden Tenaga Kerja Asing dan praktek ideologi kapitalis melalui berita di media online Detik.com, Kompas.com dan Tempo.co sejak April sampai Mei 2018. Teori yang digunakan dalam penelitian ini adalah teori Norman Fairclough. Metodologi yang digunakan dalam penelitian ini adalah paradigma kritis melalui analisis critical dircouse Norman Fairclough. Unit analisis penelitian ini adalah berita-berita tentang Peraturan Presiden tentang tenaga kerja asing. Hasil penelitian ini menunjukan Pemerintah tidak mempermasalahkan kehadiran TKA dari negara luar, ada kepentingan politik antara Pemerintah dengan investor, industri media menerapkan ideologi kapitalis, dan menerapkan model bisnis global dengan berbasis pada kepentingan politik di Indonesia, peranan media ada yangmengkritisi dan mendukung kebijakan Perpres TKA melalui pemberitaan bermuatan pada kepentingan politik, ekonomi melalui dukungan-dukungan kebijakan yang dikeluarkan oleh Jokowi.
