Abstract
Berdasarkan roadmap yang dibuat Oleh Kementerian Komunikasi dan Informatika jadwal Analog Switched Off untuk Indonesia ditentukan pada akhir tahun 2017, dan awal tahun 2018 sudah memasuki masa Digital Switchover. Saat ini regulasi migrasi ke TV digital masih menggunakan sistem terestrial. Pilihan untuk free to air TV digital, selain secara terestrial bisa juga melalui satelit. Oleh karena itu diperlukan analisis perbandingan skenario terkait dengan TV digital terestrial dengan TV digital satelit, untuk mempercepat impelementasi TV Digital. Penelitian ini melakukan analisis antara implementasi TV Digital dengan sistem terrestrial dengan sistem kombinasi antara terestrial dan satelit dengan menggunakan metodologi Net Benefit Analysis. Berdasarkan penelitian yang telah dilakukan, implementasi TV Digital dengan sistem terestrial layak diimplementasikan untuk wilayah Banten dan NTT, namun hanya bisa diimplementasikan di wilayah yang sebagian besar sudah tercover oleh infrastruktur eksisting. Sedangkan wilayah yang sebagian besar belum tercover oleh infrastruktur eksisting, lebih layak digunakan sistem kombinasi antara terestrial dan satelit. Kata kunci : Akselerasi TV digital, TV digital terestrial,TV digital satelit Based on the roadmap made by the Ministry of Communications and Informatics the schedule of Analog Switched Off for Indonesia is determined at the end of 2017, and early 2018 has entered the Digital Switchover period. Currently migration regulation to digital TV is still using terrestrial system. Options for free to air digital TV, in addition to terrestrial can also via satellite. Therefore a comparative analysis of scenarios related to terrestrial digital TV with satellite digital TV is required to accelerate the implementation of Digital TV. This study analyzed the implementation of Digital TV with terrestrial system with a combination system of terrestrial and satellite using Net Benefit Analysis methodology. Based on the research that has been done, the implementation of Digital TV with terrestrial system is feasible to be implemented for Banten and NTT region, but it can only be implemented in the area mostly covered by existing infrastructure. While most areas have not been covered by existing infrastructure, it is more feasible to use a combination system between terrestrial and satellite.
