Abstract

Dalam rangka pemerataan penggunaan internet di Indonesia, Pemerintah mendorong percepatan pembangunan pitalebar melalui pembangunan proyek Ring Palapa di 51 Kabupaten/kota yang berada diwilayah non komersial yang dimulai tahun 2015 serta didanai dari dana KPU / USO. Pelaksanaan pembangunan proyek tersebut dilakukan oleh Badan Usaha Pelaksana (BUP) yang ditunjuk pemerintah (BP3TI) selaku pengelola dana USO. PT. Palapa Ring Barat (PRB) akan membangun jaringan backbone berbasis serat optik yang berbentuk ring (cincin) yang menghubungkan kota-kota atau kabupaten yaitu Dumai, Bengkalis, Siak, Tebing Tinggi, Tanjung Balai Karimun, Tanjung Bembam (Batam), Tarempa, Ranai, Singkawang, Kualatungkal, dan Daik Lingga. Jaringan backbone serat optik tersebut akan mempunyai kapasitas sebesar 100 Gbps. Pasca implementasi proyek, BP3TI mendelegasikan kepada Konsorsium PT. PRB melakukan operasional selama 15 tahun terhadap jaringan backbone Palapa Ring yang sudah terbangun. Pelaksanaan proyek Palapa Ring Barat (PRB) baik itu pada saat implementasi maupun pasca implementasi perlu dilakukan adanya analisa terhadap resiko yang mungkin timbul dan berdampak kepada operasional PRB. Analisis Risk Management yang dilakukan menggunakan Metode Risk Ontology for ERP Project Post-Implementation (REPO) untuk proyek Jaringan Backbone Kabel Serat Optic Palapa Ring Barat (PRB) dengan pendekatan Matrik Probabilitas Resiko Risk Breakdown Structure (RBS) sehingga memberikan informasi yang bermanfaat dalam Operasional dan Pengembangan Infrastruktur Jaringan Kabel Serat Optik Submarine Palapa Ring Barat. Dengan kombinasi REPO dan RBS memberikan informasi yang baik mengenai resiko pada Project Palapa Ring Barat yakni lebih dominan pada pasca implementation / tahap operasional hal ini sesuai dengan hasil evaluasi risk analysis serta grafik risk treatment PRB menunjukan perlunya dilakukan Control/Mitigate diseluruh risk area serta melakukan transfer resiko kepada pihak ketiga guna mengurangi resiko pada internal perusahaan. . The fiber optic backbone network will have a capacity of 100 Gbps. After the implementation of the project, BP3TI delegated to PT. PRB Consortium operates for 15 years on the Palapa Ring backbone network that has been built. The implementation of the West Palapa Ring (PRB) project, both at the time of implementation and post-implementation, needs to be carried out an analysis of the risks that may arise and impact on PRB operations. Risk Management Analysis conducted using Risk Ontology for ERP Project Post- Implementation (REPO) method for the West Palapa Ring (PRB) Fiber Optic Backbone Network project using Risk Breakdown Structure Risk (RBS) Probability Matrix approach so as to provide useful information in Operational and Network Infrastructure Development Fiber Optic Cable Submarine West Palapa Ring. With the combination of REPO and RBS providing good information on the risks in the West Palapa Ring Project that is more dominant in post implementation / operational phase it is in accordance with the result of risk analysis evaluation and risk management chart shows the need for Control / Mitigate in all risk areas and risk transfer to third parties to reduce the risk for internal company.
