Abstract
Formula biaya spektrum frekuensi harus mencerminkan nilai ekonomi pita frekuensi dan mempromosikan penggunaannya yang efisien. Nilai ekonomi frekuensi tergantung pada beberapa parameter, seperti lebar pita kanal frekuensi yang diduduki, lokasi spektrum frekuensi, area layanan (besar dan kepadatan populasi wilayah yang dicakup), dan jenis layanan yang disediakan. Formula Biaya Hak Penggunaan Izin Pita Frekuensi Radio (BHP IPFR) adalah salah satu formula biaya spektrum frekuensi yang juga mempertimbangkan nilai ekonomi, tetapi formula ini belum berlaku untuk microwave link titik ke titik. BHP IPFR hanya digunakan komunikasi seluler, sehingga diperlukan analisa bagaimana penerapannya terhadap microwave link titik ke titik agar dapat memberikan biaya yang berimbang untuk tiap-tiap pita frekuensi dengan memperhitungkan nilai ekonomi dan teknis. Penerapan BHP IPFR untuk microwave link titik ke titik dianalisa dengan pendekatan model analisis dari rekomendasi ITU dalam Report ITU-R SM.2012-4 terhadap semua microwave link titik ke titik terdaftar. Kata kunci : biaya spektrum, microwave link, BHP The frequency spectrum fee formula should reflect the economic value of the frequency band and promote its efficient usage. The economic value of the frequency depends on several parameters, such as the bandwidth of the occupied frequency band, the location of the frequency spectrum, the service area (the size and population density of the covered area), and the type of service provided. Bandwidth license fees is one of the frequency spectrum fee formulas that also considering the economic value, but this formula does not apply to point-to-point microwave links. Bandwidth license fees is only applied for cellular communications, so it is necessary to analyze how it applies to point-to-point microwave links in order to provide a balanced cost for each frequency band taking into account economic and technical value. The application of bandwidth license fee to point-to-point microwave links was analyzed by an analytical model approach from recommendations in the ITU-R Report SM.2012-4 on all registered point-to-point microwave links .
