Abstract
Perkembangan teknologi telekomunikasi semakin meningkat pesat, peningkatan ini didorong oleh kebutuhan pengguna yang dinamis dengan kemajuan teknologi. Teknologi telekomunikasi selular masih menggunakan 2G, teknologi 3G dan 4G sudah mulai mendominasi. Indonesia memiliki wilayah yang sangat luas pemerataan teknologi telekomunikasi selular belum maksimal. Terminasi teknologi lama dengan teknologi baru dapat menyeimbangi perkembangan telekomunikasi.Pada wilayah rural transmitter 2G mendominasi, tingkat penggunaan voice dan SMS masih tinggi sedangkan untuk daerah dense-urban, urban dan sub-urban sebaran transmitter 3G dan 4G meningkat, pada daerah populasi padat penduduk trafik penggunaan data selular tinggi. Hasil dari penggunaan metode benchmarking pada jumlah transmitter, cakupan sinyal, pendapatan industri selular dan analisa tren pertumbuhan mendapatkan gambaran peluang untuk menterminasi 2G dengan prioritas wilayah padat penduduk dan pengguna 2G sedikit seperti dense-urban, urban dan sub-urban, jika berdasarkan pulau diprioritaskan pulau Sulawesi dan Jawa, proses terminasi dilakukan secara bertahap dengan skala tertentu sehingga meminimalisir kerugian pengguna pada daerah basis 2G. Secara umum pertumbuhan transmitter yang tersebar di Indonesia 2G mengalami penurunan pengguna, laju pendapatan industri selular untuk penggunaan voice dan SMS mengalami penurunan drastis. menujukan bahwa tren ditahun 2021 voice dan SMS mengalami penurunan yang sangat signifikan sedangkan perkembangan data mengalami peningkatan. Selain penghematan energi dan efektivitas operasional, terminasi 2G juga diharapkan untuk pemerataan teknologi 3G dan 4G sehingga berkembang secara maksimal. Kata Kunci : terminasi, 2G, 3G ,4G, selular, benchmarking. Development of telecommunications technology is growing rapidly; this growth is driven by needs of users who are dynamic with technological advancements. Cellular telecommunications technology still uses 2G, 3G and 4G technology has begun to dominate. Indonesia has a very wide area of equal distribution of cellular telecommunications technology. Termination of old technology with new technology can balance the development of telecommunications. In the area that’s dominated by rural transmitter 2G, the level of voice and SMS usage is still high while for dense-urban, urban and sub-urban areas the spread of 3G and 4G transmitters increases, in densely populated population areas cellular data usage traffic is high. The results of using benchmarking methods on number of transmitters, signal coverage, cellular industry revenues and analysis of growth trends illustrate the opportunity to terminate 2G with priority of densely populated areas and small users of 2G such as dense-urban, urban and sub-urban, if islands are prioritized by Sulawesi and Java, the termination process is carried out in stages with a certain scale so that to minimize user losses in the 2G base area. Generally, growth of transmitters spread in Indonesia 2G underwent decrease in users, the revenue rate of cellular industry for voice and SMS usage has decreased dramatically. It indicates that trend of voice and SMS will decline very significantly in 2021 while the development of data has increased. In addition to create energy savings and operational effectiveness, 2G termination is also expected to equalize 3G and 4G technology so that it will be developed optimally.
