Abstract

Quality of Human Resources influences an organization to develop well and progress rapidly in competing in the business world. It is important for organizations to improve the quality of their human resources. Organizational culture is an important factor that needs to be considered to improve the quality of human resources, the organizational culture includes work discipline, commitment, and employee motivation. The implementation of organizational culture in the Republic of Indonesia Cabinet Secretariat which has not been optimal, including the low discipline of employee work, the low commitment of employees in carrying out the duties of responsibilities assigned by the leadership of the organization, and the low motivation of work held by employees. Therefore researchers to conduct further research related to "The Effect of Organizational Culture, Work Motivation and Commitment to the Work Discipline of Indonesian Cabinet Secretariat Staff". This research is a quantitative study with a correlation approach, namely research conducted by researchers to determine the level of the relationship between two or more variables without making changes, additions, or manipulations of data that already exists. The variables measured were organizational culture, work motivation, work motivation, and work discipline. The data in this study were collected through distributing questionnaires to 60 employees of the RI Cabinet Secretariat with the characteristics of respondents based on gender, age, education level, and working period. Data from respondents were processed using parametric statistical scales. The results showed that: 1) organizational culture has a positive influence on work discipline, 2) work motivation has a positive influence on work discipline. Organizational culture, work motivation and commitment simultaneously have a significant positive effect on work discipline. The most dominant influence on work discipline is the effect of work motivation compared to organizational culture and commitment. Kualitas Sumber Daya Manusia mempengaruhi sebuah organisasi untuk berkembang dengan baik dan maju pesat dalam bersaing di dunia usaha. Penting bagi organisasi untuk meningkatkan kualitas sumber daya manusianya. Budaya organisasi merupakan faktor penting yang perlu diperhatikan untuk meningkatkan kualitas sumber daya manusia, budaya organisasi tersebut diantaranya kedisiplinan kerja, komitmen, dan motivasi kerja pegawai. Penerapan budaya organisasi pada Sekretariat Kabinet RI yang belum optimal diantaranya masih rendahnya kedisiplinan kerja pegawai, rendahnya komitmen pegawai dalam melaksanakan tanggung jawab tugas yang diberikan oleh pimpinan organisasi,dan rendahnya motivasi kerja yang dimiliki oleh pegawai. Oleh karena itu peneliti untuk melakukan penelitian lebih lanjut terkait “Pengaruh Budaya Organisasi, Motivasi Kerja dan Komitmen terhadap Disiplin Kerja Pegawai Sekretariat Kabinet RI”. Penelitian ini merupakan penelitian kuantitatif dengan pendekatan korelasi, yaitu penelitian yang dilakukan oleh peneliti untuk mengetahui tingkat hubungan antara dua variabel atau lebih tanpa melakukan perubahan, tambahan, atau manipulasi terhadap data yang memang sudah ada. Variabel- variabel yang diukur yaitu budaya organisasi, motivasi kerja, motivasi kerja, dan disiplin kerja. Data dalam penelitian ini dikumpulkan melalui penyebaran kuesioner kepada 60 orang pegawai Sekretariat Kabinet RI dengan karakteristik responden berdasarkan jenis kelamin, usia, tingkat pendidikan, dan masa kerja. Data dari responden tersebut diolah dengan menggunakan skala statisitk parametrik. Hasil penelitian menunjukkan bahwa: 1) budaya organisasi memiliki pengaruh positif terhadap disiplin kerja, 2) motivasi kerja memiliki pengaruh positif terhadap disiplin kerja. Budaya organisasi, motivasi kerja dan komitmen secara simultan berpengaruh signifikan positif terhadap disiplin kerja. Pengaruh yang paling dominan terhadap disiplin kerja adalah pengaruh motivasi kerja dibanding dengan budaya organisasi dan komitmen. Kata kunci – Budaya Organisasi, motivasi kerja, komitmen organisasi, disiplin kerja pegawai.
