Abstract

Penelitian ini membahas tentang Analisis Implementasi Balance Scorecard Sebagai Alat Ukur Kinerja Pada Kementerian Kelautan dan Perikanan (Studi Kasus Pada Kementerian Kelautan dan Perikanan). Latar belakang dari penelitian ini yaitu Pelaksananaan program dan kegiatan pembangunan KKP sangatlah luar biasa. Penerapan reformasi birokrasi di semua unit kerja eselon satu Kementerian Kelautan dan Perikanan menunjukkan angka yang semakin baik. Pihak KKP mengajak seluruh jajaran untuk selalu berhati-hati dan mengimplementasikan butir reformasi birokrasi tidak hanya pada organisasi namun juga pada pribadi. Dengan begitu diharapkan sumber daya manusia di KKP menjadi lebih unggul. Maka dari itu penelitian ini memiliki tujuan untuk meganalisis bagaimana kinerja pemerintahan jika diukur dari sistem Balance Scorecard. Penelitian ini dilaksanakan menggunakan sistem one shot time horizon, yaitu penelitian yang dilakukan dalam satu waktu tertentu yaitu mulai Februari 2019 sampai dengan selesai. Penelitian dilakukan dengan cara pengisian kuesioner kepada staf Kementerian Kelautan dan Perikanan untuk mengetahui seberapa besar “Pengaruh Implementasi Balance Scorecard Terhadap Kinerja Karyawan”. Hasil penelitian yang diperoleh menunjukan bahwa kinerja Kementerian Kelautan dan Perikanan dinilai dari perspektif keungan menunjukkan daya serap anggaran belanja atau biaya seimbang dengan penerimaan yang diperoleh sehingga dinilai cukup efektif. Perspektif pelanggan menunjukkan kinerja yang bagus. Perspektif pembelajaran dan pertumbuhan menunjukkan kepuasan staf Kementerian Kelautan dan Perikanan. Kata kunci : Kinerja, Organisasi Kementerian Perikanan dan Kelautan, Balanced Scorecard This study discusses the Analysis of the Implementation of the Balanced Scorecard as a Performance Measurement Tool at the Ministry of Marine Affairs and Fisheries (Case Study at the Ministry of Maritime Affairs and Fisheries). The background of this research is that the implementation of KKP development programs and activities is extraordinary. The implementation of bureaucratic reform in all echelon one work units of the Ministry of Maritime Affairs and Fisheries shows an increasing number. The KKP invites all levels to always be careful and implement the points of bureaucratic reform not only in organizations but also for individuals. In this way, it is hoped that the human resources in the KKP will be superior. Therefore, this study aims to analyze how government performance is measured from the Balanced Scorecard system. This research was carried out using the one shot time horizon system, which is research carried out at a certain time, from February 2019 to completion. The research was conducted by filling out a questionnaire to the staff of the Regional Zoning Sub-Directorate and the Staff of the Strategic Areas Sub-Directorate to find out how much "The Effect of the Implementation of the Balanced Scorecard on Employee Performance". The results obtained show that the performance of the Ministry of Marine Affairs and Fisheries is assessed from a financial perspective showing the absorption capacity of the budget or costs is balanced with the revenue earned so that it is considered quite effective. The customer perspective shows great performance. The learning and growth perspective shows the satisfaction of the Ministry of Marine Affairs and Fisheries staff.
