Abstract

Over Current Relay (OCR) is a protection device that detects overcurrent from overload and short circuit current. At 20 kV feeders, substations OCR mounted on the side of incoming, outgoing, and CBO on feeder. So, it’s expected a coordination between the equipment, that good coordination will make the protection system works well, With good Coordination between the OCR in the outgoing side and CBO is the difference of working time in overcoming the current disruption in the feeder. Analysis in the field, it's paying attention to the value of outgoing setting protection devices installed on the feeder, the outgoing setting value does not pay attention to the contracted burden and power of the customer, so the current setting is not in accordance with the contracted customer power. Coordination between Outgoing and CBO as in the field doesn’t work well, where the position is disturbed at the feeder substation or customer substation. So, we need re-setting value calculation for better protection coordination. With a result of Analyzing dan Evaluating from setting values of Incoming, Outgoing dan CBO, are obtained good coordination in accordance with Kesepakatan Proteksi 2018 anda Tarif Dasar Listrik 2013. Which Distruption Data 2018-June 2019, showed a decrease of trip Penyulang caused by IB Consumer by 100% after applying the new settings. Keywords: Over Current Relay, Outgoing-CBO coordination setting, Kesepakatan Proteksi 2018, TDL 2013 Over Current Relay (OCR) adalah peralatan proteksi yang mendeteksi arus lebih akibat dari beban berlebih dan arus hubung singkat. Pada Penyulang 20 kV dipasang pada sisi incoming, outgoing, dan CBO di jaringan. Oleh karena itu diharapkan adanya koordinasi antar peralatan tersebut, sehingga sistem proteksi bekerja dengan baik serta optimum. Dengan koordinasi tersebut dilakukan dengan memperhatikan perbedaan waktu dalam mengatasi arus gangguan di penyulang. Hasil studi di lapangan, nilai setting outgoing tidak memperhatikan beban dan daya terkontrak pelanggan, sehingga setting arus tidak sesuai dengan daya pelanggan yang terkontrak. Koordinasi outgoing dan CBO seperti yang ada di lapangan tidak berjalan dengan baik, dimana posisi gangguan pada gardu ujung penyulang atau gardu pelanggan. Sehingga diperlukan perhitungan nilai setting ulang untuk koordinasi proteksi yang optimum. Dari Hasil Analisa dan Evaluasi terhadap nilai setting dari sisi Incoming, Outgoing dan CBO maka didapatkan setting baru yang dapat koordinasi yang baik sesuai dengan kesepakatan proteksi dan TDL 2013. Dari data Gangguan Taun 2018 – Bulan Juni 2019 didapatkan data Terjadi penurunan Trip Penyulang yang disebabkan oleh Gangguan IB konsumen sebesar 100% setelah penerapan setting baru tersebut.
