Abstract

In the n-2 year the achievement of the Key Performance Indicators (KPI) investigation of the distribution network of 20 kV (recovery time JTM) of PT PLN (Persero) UP3 Bulungan was 105.1 minutes, while in year n, Key Performance Indicators (KPI) investigation of the distribution of 20 kV (recovery time JTM) distribution network of PT PLN (Persero) UP3 Bulungan targeted at 60 minutes. By using Root Cause Problem Solving (RCPS) Tools, there are several factors that cause the duration of the interruption of the 20 kV distribution network, namely Remote Control Facilities (RC), malfunctioning Ground Fault Detector (GFD), maneuver constraints and traffic jams. From some of the causes, then in year n-1 steps have been prepared to accelerate the interruption time of the distribution network of 20 kV, namely by the installation of PTS (Pull Top Switch) Motorized on a network of 20 kV. This installation aims to accelerate the delivery time of feeder distribution disruption of 20 kV. With the implementation of the Motorized PTS installation in year n-1, the recovery time KPI of PT PLN (Persero) UP3 Bulungan in year n exceeded the target of 58.5 minutes so that the PTS Motorized installation project could be implemented thoroughly in the 20 kV distribution network. Kata Kunci: Pull Top Switch (PTS) Motorized, medium voltage line disruption, recovery time Pada tahun n-2 pencapaian Key Performance Indicators (KPI) pengusutan gangguan jaringan distribusi 20 kV (recovery time JTM) PT PLN (Persero) UP3 Bulungan adalah 105,1 menit, sedangkan pada tahun n, Key Performance Indicators (KPI) pengusutan gangguan jaringan distribusi 20 kV (recovery time JTM) PT PLN (Persero) UP3 Bulungan yang ditargetkan yaitu 60 menit. Dengan menggunakan Tools Root Cause Problem Solving (RCPS) didapatkan beberapa faktor penyebab lamanya waktu pengusutan gangguan jaringan distribusi 20 kV yaitu Fasilitas Remote Control (RC), Ground Fault Detector (GFD) tidak berfungsi, kendala manuver dan kemacetan lalu lintas. Dari beberapa faktor penyebab tersebut, maka pada tahun n-1 telah disusun langkah untuk mempercepat waktu pengusutan gangguan jaringan distribusi 20 kV yaitu dengan pemasangan PTS (Pull Top Switch) Motorized di jaringan 20 kV. Pemasangan ini bertujuan untuk mempercepat waktu pengusutan gangguan penyulang distribusi 20 kV. Dengan implementasi pemasangan PTS Motorized di tahun n-1, KPI recovery time JTM PT PLN (Persero) UP3 Bulungan pada tahun n melampaui target yaitu 58,5 menit sehingga project pemasangan PTS Motorized dapat diimplementasikan secara menyeluruh di jaringan distribusi 20 kV.
