Abstract

Electric power distribution system by PT. PLN (Persero) is a very complex business process from generating systems, transmission systems, distribution systems to consumers. One of PLN's missions, namely improving the quality of electricity, can be supported by the development of equipment to overcome frequent disturbances. The operation of the electric power distribution system in today's technological era is carried out by utilizing the Supervisory Control And Data Acquisition (SCADA) system to make it more reliable and more efficient in overcoming electrical power system disruptions that occur. The SCADA Remote Control (RC) function is needed in the operation of the electric power distribution system to speed up the handling of disturbances. Recovery time is one of the references used in handling electrical power system disruptions, which is calculated from when the network is down to normal. The fast recovery time will reduce the Average Interruption Duration Index (SAIDI) system to a lower rate. Along with the low SAIDI number, the lower the Energy Not Serve (ENS) value of the disturbance. Recovery Time, SAIDI, and ENS can be reduced by analyzing and evaluating the power grid system which will be integrated with the SCADA system. After the SCADA system is integrated into the red feeder, a comparative analysis of the success of the SCADA facility is then carried out from the time of the investigation, SAIDI, ENS, and investment costs. The data will be analyzed and processed and then simulated using the ETAP (Electrical Transient Analyzer Program) application 12.6. With the analysis and simulation that has been carried out, the Kentang Feeder Recovery Time can be reduced to 15 minutes, SAIDI decreased from 7.1 hours/customer to 0.242 hours / customer, and reduced losses by 17,649.95 kWh / Rp. 25,897,415,07, - during disturbance in the Kentang feeder. Key Words : SCADA, Recovery Time, SAIDI, ENS, ETAP Sistem penyaluran tenaga listrik oleh PT. PLN (Persero) merupakan proses bisnis yang sangat kompleks dari sistem pembangkit, sistem transmisi, sistem distribusi hingga sampai ke konsumen. Salah satu misi PLN yaitu meningkatkan mutu dan kualitas listrik dapat didukung dengan adanya pengembangan peralatan untuk mengatasi gangguan yang sering terjadi. Pengoperasian sistem distribusi tenaga listrik di era teknologi sekarang ini dilakukan dengan memanfaatkan sistem Supervisory Control And Data Acquisition (SCADA) agar lebih andal dan lebih efisien dalam mengatasi gangguan sistem tenaga listrik yang terjadi. Fungsi Remote Control (RC) SCADA sangat dibutuhkan dalam pengoperasian sistem distribusi tenaga listrik untuk mempercepat penanganan gangguan. Recovery time menjadi salah satu acuan yang digunakan dalam penanganan gangguan sistem tenaga listrik yang dihitung dari saat jaringan mengalami gangguan hingga jaringan normal kembali. Recovery time yang cepat akan menekan angka Sistem Average Interruption Duration Index (SAIDI) menjadi lebih rendah. Seiring dengan rendahnya angka SAIDI maka semakin rendah pula nilai Energy Not Serve (ENS) dari gangguan terjadi. Recovery Time, SAIDI, dan ENS dapat diturunkan dengan analisa dan evaluasi sistem jaringan tenaga listrik yang akan diintegrasikan dengan sistem SCADA. Setelah sistem SCADA di integrasikan pada penyulang yang merah maka selanjutnya dilakukan analisa perbandingan keberhasilan fasilitas SCADA dari waktu pengusutan, SAIDI, ENS, dan biaya investasi. Data akan dianalisa dan diolah selanjutnya disimulasikan dengan menggunakan aplikasi ETAP (Eletrical Transient Analyzer Program) 12.6. Dengan Analisa dan Simulasi yang telah dilakukan, Recovery Time Penyulang Kentang dapat diturunkan menjadi 15 menit , SAIDI turun dari 7,1 jam/pelanggan menjadi 0,242 jam/pelanggan serta mengurangi kerugian sebesar 17.649,95 kWh/ Rp. 25.897.415,07,- selama terjadi gangguan di penyulang Kentang.
