Abstract

This study aims to prove empirically the factors that cause delays in the preparation of APBD in the regional government of DKI Jakarta in the 2012-2017 fiscal year. The data used in this study are primary data in the form of questionnaires with respondents of government apparatus in the SKPD of DKI Jakarta Province. The sample used was 119 respondents from 33 SKPD taken by purposive sampling method. Data analysis techniques used are Statistical Product and Service Solutions (SPSS) analysis techniques. The results of this study indicate that by partial test (t test) the executive and legislative relationship variables, educational background, indicators of performance, commitment, APBD compiler affect the delay in the preparation of the Regional Budget. The simulatan test results reveal that these variables jointly influence the preparation of the APBD. Penelitian ini bertujuan untuk membuktikan secara empiris fakot-faktor yang menyebabkan keterlambatan dalam penyusunan APBD pada pemerintah daerah provinsi DKI Jakarta Tahun anggaran 2012-2017. Data yang digunakan dalam penelitian ini adalah data primer berupa penyebaran kuesioner dengan responden aparatur pemerintah di SKPD Provinsi DKI Jakarta. Sampel yang dipergunakan sebanyak 119 responden dari 33 SKPD yang diambil dengan metode purposive sampling. Teknik analisis data yang digunakan teknik analisis pendekatan Statistical Product and Service Solutions (SPSS). Hasil penelitian ini menunjukan bahwa secara uji parsial (uji t) variabel hubungan eksekutif dan legislatif, latar belakang pendidikan, indikator kinerja, komitmen, penyusun APBD berpengaruh terhadap keterlambatan penyusunan APBD. Hasil uji simulatan mengungkapkan bahwa variabel tersebut secara bersama-sama berpengaruh terhadap penyusunan APBD. Kata Kunci : keterlambatan penyusunan APBD, hubungan eksekutif dan legislatif, latar belakang pendidikan, indikator kinerja, komitmen, penyusun APBD.
