Abstract
This thesis describes the role and function of Human Resources (HR) of the West Jakarta General Election Commission in 2019 Election Political Party Registration Process. This type of research is a qualitative descriptive method with a case study approach that uses in detail as well as observation. The results of the analysis found the role and function of human resources at KPU of West Jakarta City are a) human resources at KPU of West Jakarta City have carried out their roles and functions in carrying out the political party registration process well by taking into account aspects of administrative roles, operational roles and strategic roles. b) The function of the HR in the process of registering political parties at KPU of West Jakarta City to pay attention the aspects of managerial and operational functions so that the registration process of political parties in West Jakarta can run according to the rules and schedules that have been set. Political parties that were passed at West Jakarta level were 16 political parties, it is suggested that the KPU make definite regulations so that there are no changes in the registration process of political parties, increased advocacy to political parties, the application of SIPOL which needs to be improved, transparency of the recruitment process of field verifier officers, and the need for coordination between KPU institutions and residents and civil records in terms of equalizing perceptions to identify problems related of data population at west Jakarta. Keyword: Roles, Functions, Human Resources, General Election, Political Parties Tesis ini mendeskripsikan tentang peran dan fungsi Sumber Daya Manusia (SDM) KPU Jakarta Barat dalam Proses Pendaftaran Partai Politik Pemilu tahun 2019. Jenis penelitian metode deskriptif kualitatif dengan pendekatan case study yang menggunakan secara detail sekaligus dengan observasi. Hasil Analisis ditemukan peran dan fungsi SDM KPU Kota Jakarta Barat adalah a) SDM KPU Kota Jakarta Barat sudah menjalankan peran dan fungsinya dalam melakukan proses pendaftaran partai politik dengan baik dengan memperhatikan aspek peran administrasi, peran operasional dan peran strategis. b) Fungsi SDM pada proses pendaftaran partai politik di KPU Kota Jakarta Barat memperhatikan aspek fungsi manajerial dan operasinal sehingga proses pendaftaran partai politik di Jakarta Barat dapat berjalan sesuai dengan aturan dan jadwal yang telah ditetapkan. Partai politik yang dinyatakan lulus di tingkat Jakarta Barat berjumlah 16 partai politik, disarankan KPU membuat regulasi yang pasti sehingga tidak ada perubahan dalam proses pendaftaran partai politik, peningkatan advokasi kepada partai politik, aplikasi SIPOL yang perlu diperbaiki, transparansi proses rekruitmen petugas verifikator lapangan, dan perlunya koordinasi antar lembaga KPU dengan Dukcapil dalam hal penyamaan persepsi untuk melakukan identifikasi masalah yang berkaitan dengan data kependudukan di Jakarta Barat.
