Abstract
The Strategy of Developing on Local Tourism in West Manggarai Regency of NTT province have been designed in such a way of Local Autonomy spirit since 2009. There are some problems about tourist attractive objects (Obyek dan Daya Tarik Wisata–ODTW) of West Manggarai, like 76% of natural tourist area which had not been regulated, 81% without retribution, 69% without owner, the lack of multisectoral sinergy to support the tourist improvement, and the concentration of reservation and ODTW retribution only around Komodo Island. This research used three methods. Direct observation method was done by direct watching on the object which is researched and making systematic notes on the details of researched objects. In depth interview was done by face to face interviewes among the tourist official bureaucrats, Executive Director of Swisscontact in West Manggarai, and the chairman of local representative assembly (Dewan Perwakilan Rakyat Daerah-DPRD). The first stage of in depth interview was held before Focus Group Discussion (FGD) to get general understanding on West Manggarai tourism. The scond stage of in depth interview was held after FGD to enrich detailed information on the weakness, strengths, opportunities and threatens which was discussed in FGD The main result from this research is that local government during these periods has only and more focused on product driven than market driven. That is why this condition is different from the tourism dynamic in Bali Island. Therefore, it is suggested that the master plan on tourism development in West Manggarai has to learn the best practices which have done in Bali as one of the world famous tourists destination. These all has two deals, not only to make West Manggarai more efficient in the effort of all infrastructures acces to all tourist objects, but also to develop local attractiveness and competitiveness in the era of various alternatives on the tourist destination nowadays in every part of this country, Indonesia.
