Abstract
DP3 implementation for Civil Servant has been considered as ineffective method to measure work perfomance justification. The failure to distinguish the objectivity between outstanding employee and not outstanding employee seems to be the main problem of DP3. Therefore based on that perspective, the author endeavours objective, fair and transparant work performance justification using MBO method (Management By Objective) which focuses on individual work performance (SKI). The design is started with collecting information about DP3 and work performance justification required by conducting interviews, observation and FGD and compiling related literature and documents. The work performance justification consists of 4 main elements, they are; individual asset, individual achievement, work attitude and attendance. Each element has different credit where the individual work performance has the biggest credit among others. Individual work performance achievement is controlled by the supervision while the work attitude is controlled by 360O score method. The total point will be combined in one justification from where the total four elements is targetted as the recomendation for the employee’s development who is being scored. FGD is also analysed towards the design result to gain positive responds from the discussion participants about work performance justification based on individual work performance justification. Work performance justification (SKI) based on individual work performance design is more effective because compare to DP3, it utilizes 5 W + 1 H formula. It is expected that this work performance justification could be officially implemented in BPPT with all supports from the Board of Directors and employees.
