Abstract

MORAN merupakan salah satu solusi bagi pemecahan masalah pembangunan cakupan layanan komunikasi seluler 3G yang cukup efektif saat ini. Disaat industri telekomunikasi mulai mengalami masa senja yang ditandai dengan penurunan ARPU, menuntut operator pemain untuk mampu membaca peluang bisnis yang ada di masa depan melalui perencanaan CAPEX (Capital Expenditure) dan OPEX (Operational Expenditure) yang baik. Pengembangan jaringan area cakupan layanan seluler mampu membawa angin positif, seperti bertambahnya trafik suara maupun data sehingga mempengaruhi bertambahnya nilai revenue, dan meningkatkan kepuasan pelanggan. Meskipun ada beberapa pro dan kontra yang muncul dalam perkembangannya, MORAN masih tetap dianggap sebagai solusi terbaik pemecahan masalah dalam hal penekanan nilai CAPEX dan OPEX dengan tetap menjaga kompetisi layanan. MORAN juga dianggap mampu meningkatkan kemampuan operator penyelenggara jasa layanan telekomunikasi untuk bisa fokus kepada pelanggan atau End Users. Melalui simulasi perencanaan jaringan layanan komunikasi seluler 3G, dapat memberikan gambaran pengembangan jaringan layanan kedepannya. Dan juga untuk memastikan bahwa pemenuhan cakupan layanan dan kapasitas serta kualitas cakupan layanan dapat dipenuhi. Melalui pendekatan metode NPV dan juga TCO dapat membantu organisasi mengurangi biaya total dari waktu ke waktu dan mendokumentasikan manfaat dari praktek-praktek seperti pengembangan jaringan komunikasi seluler 3G. Kata Kunci: 3G, Network Sharing, MORAN, CAPEX, OPEX. MORAN is one of the alternative solution for problem solving of 3G mobile communication service coverage development that is quite effective at this time. When telecommunication industry begin to experience saturated time characterized by ARPU declining, challenge the CSPs to be able to read business opportunities in the future through a well planned CAPEX and OPEX. The development of mobile coverage area networks carry a positive value, as increasing voice and data traffic and thus affects the value increasing revenue, and improving customer satisfaction. Although there are some pros and cons that arise in the development, MORAN are still regarded as the best solution in terms of problem solving CAPEX and OPEX pressure value while maintaining service competition. MORAN also considered to improve the ability of service providers telecom service provider to be able to focus on customers or End Users. Through simulation network planning of 3G mobile communication services, can provide an overview of network development services in the future. And also to ensure that compliance with the scope of services and the capacity and quality of service coverage can be met. Through the NPV approach and TCO can help organizations reduce the total cost over time and document the benefits of practices such as the development of 3G mobile communication networks.
