Abstract
Risk management is a crucial component in higher education governance to ensure educational quality and regulatory compliance, particularly Permendiktisaintek No. 39 of 2025. Currently, risk management at the Internal Quality Assurance Bureau of Universitas Mercu Buana is still conducted conventionally using spreadsheet software. This method has fundamental weaknesses, namely susceptibility to human error, difficulty in tracking mitigation history, and unintegrated data across units, which hinders comprehensive risk monitoring. This research aims to design and develop an integrated web-based Risk Management Information System to digitize the process. The system development utilizes the Rapid Application Development (RAD) method along with the Scriptcase low-code software to accelerate the application building cycle. This system also implements the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) algorithm to objectively determine risk handling priorities based on inherent and residual risk level computations. The result of this research is an information system successfully integrated directly into the Web e-SPMI portal of Universitas Mercu Buana, enabling centralized and real-time risk data monitoring by the leadership. Based on Black Box testing, all system features proved to be fully functional without errors. Furthermore, the User Acceptance Testing (UAT) resulted in a feasibility score of 94.31%, categorized as Very Good. This system is proven to significantly improve efficiency and productivity in reporting while providing precise risk mitigation decision recommendations. Manajemen risiko merupakan komponen krusial dalam tata kelola perguruan tinggi untuk menjamin mutu pendidikan dan kepatuhan terhadap regulasi, khususnya Permendiktisaintek No. 39 Tahun 2025. Saat ini, pengelolaan risiko pada Biro Penjaminan Mutu Internal Mercu Buana masih dilakukan secara konvensional menggunakan perangkat lunak pengolah angka (spreadsheet). Metode ini memiliki kelemahan mendasar, yaitu rentan terhadap kesalahan manusia (human error), sulitnya pelacakan riwayat mitigasi, serta belum terintegrasinya data antar-unit yang menghambat pemantauan risiko secara menyeluruh. Penelitian ini bertujuan untuk merancang dan membangun Sistem Informasi Manajemen Risiko berbasis web yang terintegrasi guna mendigitalkan proses tersebut. Pengembangan sistem menggunakan metode Rapid Application Development (RAD) dengan memanfaatkan perangkat lunak low-code Scriptcase untuk mempercepat siklus pembuatan aplikasi. Sistem ini juga mengimplementasikan algoritma Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) yang berfungsi untuk menentukan prioritas penanganan risiko secara objektif berdasarkan komputasi tingkat risiko inherent dan residual. Hasil dari penelitian ini adalah sebuah sistem informasi yang berhasil diintegrasikan secara langsung ke dalam portal Web eSPMI Universitas Mercu Buana, memungkinkan pemantauan data risiko secara terpusat dan real-time oleh pimpinan. Berdasarkan pengujian Black Box, seluruh fitur sistem terbukti beroperasi dengan valid tanpa error. Selanjutnya, hasil Pengujian Penerimaan Pengguna (User Acceptance Testing/UAT) menunjukkan tingkat kelayakan sebesar 94,31% yang menjadikannya berada pada kategori Sangat Baik. Sistem ini terbukti secara signifikan mampu meningkatkan efisiensi dan produktivitas dalam pelaporan serta memberikan rekomendasi keputusan mitigasi risiko yang presisi.
