Abstract
Pemilihan Kepala Daerah, atau biasa disebut Pilkada, merupakan gelaran pesta demokrasi rakyat setiap 5 (lima) tahun sekali dalam penentuan pemimpin dari tiap- tiap daerah. Badan Pengawas Pemilihan Umum (Bawaslu) bersama Komisi Pemilihan Umum (KPU) menjadi instansi penyelenggara, dengan KPU sebagai pihak penyelenggara utama dan Bawaslu sebagai pengawas dalam penyelenggaraannya. Dalam penyelenggaraan Pilkada, Bawaslu dan KPU menggunakan sumber anggaran dari dana hibah yang telah dihibahkan oleh masing- masing Pemerintah Provinsi/Kabupaten/Kota. Pengelolaan dan penatausahaan dana hibah tentu menjadi tantangan tersendiri, karena wajib dikelola secara tertib, taat pada peraturan perundang-undangan, efisien, efektif, transparan, dan akuntabel. Penelitian ini bertujuan untuk menganalisis bagaimana efektivitas peran Aparat Pengawasan Intern Pemerintah (APIP) Bawaslu dalam pengawasan pengelolaan dana hibah Pilkada. Penelitian ini menggunakan pendekatan kualitatif dengan teknik wawancara dan studi kasus. Metode analisis dalam penelitian ini adalah analisis spiral data. Pengambilan data dilakukan melalui wawancara mendalam kepada pihak-pihak di lingkup Inspektorat Utama dan Bawaslu Provinsi/Kabupaten/Kota, serta melalui studi kepustakaan atas peraturan perundang-undangan dan dokumen kerja Inspektorat Utama Bawaslu. Hasil dari penelitian ini memberikan wawasan seputar peran Inspektorat Utama Bawaslu dalam pengawasan pengelolaan dana hibah Pilkada serta mekanisme-mekanisme pengawasan yang dilakukan dalam menjaga akuntabilitas pengelolaan dana hibah Pilkada. The Regional Head Election, commonly known as Pilkada, is a democratic celebration held every five years to elect regional leaders across Indonesia. The General Election Commission (KPU) and The Election Supervisory Agency (Bawaslu) serve as the primary institutions responsible for organizing the election, with KPU acting as the main organizer and Bawaslu overseeing the entire process. In the process of Pilkada, both Bawaslu and KPU rely on grant funds provided by the respective provincial, regency, or municipal governments. The management and administration of these grants pose unique challenges, as they must adhere to the principles of orderliness, compliance with regulations, efficiency, effectiveness, transparency, and accountability. This study aims to assess the effectiveness of Bawaslu's Government Internal Supervisory Apparatus (APIP) in overseeing the management of Pilkada grant funds. A qualitative approach was employed, utilizing interviews and case studies as data collection techniques. Data were analyzed using the spiral data analysis method. In-depth interviews were conducted with key informants from the Principal Inspectorate and Bawaslu at both provincial and regency/municipal levels, complemented by a comprehensive review of relevant regulations and official documents from Bawaslu's Principal Inspectorate. The findings of this study provide insights into the role of Bawaslu's Principal Inspectorate in supervising the management of Pilkada grant funds, as well as the oversight mechanisms employed to uphold accountability in the management of these funds.
