Abstract
Partial discharge (PD) is an electrical discharge phenomenon occurring within insulation systems that does not completely bridge conductors, yet progressively degrades insulation integrity and may lead to failure of 20 kV medium-voltage underground cable systems (MV cable / SKTM). The conventional PD diagnostic approach in utility practice employs an offline cable assessment unit utilizing Damped AC (DAC) voltage injection. Despite its diagnostic reliability, this method requires network de-energization, extended execution time, and prioritization that is often based solely on historical fault data. This study evaluates the application of the Ultra TEV Plus² instrument as an alternative online PD measurement method for medium-voltage cable systems using a High Frequency Current Transformer (HFCT) sensor installed on the cable grounding system. The research methodology involves a comparative analysis of PD measurements on 31 segments of 20 kV MV cables using two techniques: offline assessment testing and online measurement with Ultra TEV Plus². The analyzed parameters include apparent charge magnitude (pC), PD activity characteristics, and cable condition classification (good, warning, poor). Online measurements were conducted under existing operating voltage without service interruption, while the assessment method applied DAC test voltage injection. The resulting datasets from both methods were systematically compared to determine the level of correlation in defect detection and the capability of each technique to identify deteriorated insulation conditions. The results indicate that the majority of cable segments exhibiting high PD activity under the assessment method were similarly identified by Ultra TEV Plus² within equivalent condition categories. The Ultra TEV Plus² method demonstrated the ability to detect significant insulation degradation rapidly, safely, and without disrupting power supply continuity. Therefore, online PD measurement using Ultra TEV Plus² shows strong potential as an effective alternative screening tool for 20 kV MV cable systems and as a supporting instrument for condition-based maintenance planning. Partial discharge (PD) merupakan fenomena pelepasan muatan listrik pada sistem isolasi yang tidak menjembatani dua konduktor secara penuh, namun berpotensi menyebabkan degradasi isolasi dan kegagalan pada saluran kabel tegangan menengah (SKTM) 20 kV. Metode pengukuran PD yang umum digunakan di lingkungan utilitas adalah metode assessment offline menggunakan unit assessment dengan sumber tegangan Damped AC (DAC). Namun, metode ini memerlukan pemadaman tegangan, waktu pelaksanaan yang relatif lama, serta penentuan prioritas pengukuran yang sering hanya berbasis histori gangguan. Penelitian ini bertujuan mengevaluasi penggunaan alat Ultra TEV Plus² sebagai metode alternatif pengukuran PD secara online pada SKTM dengan memanfaatkan sensor High Frequency Current Transformer (HFCT) pada sistem pembumian kabel. Metodologi penelitian dilakukan dengan membandingkan hasil pengukuran PD pada 31 segmen SKTM 20 kV menggunakan dua metode, yaitu metode assessment offline dan metode online menggunakan Ultra TEV Plus². Parameter yang dianalisis meliputi besar muatan pelepasan parsial (pC), pola kemunculan PD, serta klasifikasi kondisi kabel (baik, waspada, buruk). Pengukuran online dilakukan tanpa pemadaman tegangan dengan memanfaatkan tegangan eksisting jaringan, sedangkan metode assessment dilakukan dengan injeksi tegangan uji DAC. Data hasil kedua metode kemudian dikomparasikan untuk menilai tingkat kesesuaian hasil deteksi dan akurasi identifikasi segmen kabel bermasalah. Hasil penelitian menunjukkan bahwa sebagian besar segmen yang terindikasi memiliki aktivitas PD tinggi pada metode assessment juga terdeteksi oleh Ultra TEV Plus² dalam kategori kondisi yang sebanding. Metode Ultra TEV Plus² mampu mengidentifikasi segmen dengan degradasi isolasi signifikan secara cepat, aman, dan tanpa mengganggu kontinuitas suplai. Dengan demikian, pengukuran PD menggunakan Ultra TEV Plus² berpotensi menjadi metode alternatif yang efektif untuk skrining awal kondisi SKTM 20 kV serta mendukung perencanaan pemeliharaan berbasis kondisi (condition based maintenance).
