Abstract

Congestion has become a routine for motorists in the DKI Jakarta area. Economic development and growth causes an increase in vehicle intensity that increases every year, resulting in congestion. Congestion that occurs at intersections can be caused by several factors, one of which is the accumulation of vehicles through the intersection and has exceeded the capacity or capacity of an intersection, the effectiveness of intersections with traffic lights must have a large influence on the smooth traffic. The method used in this study is the method of the Indonesian Road Capacity Manual 1997 (MKJI-1997) which includes analysis of crossing capacity, queue length, phase system and delay. Data is obtained by conducting a survey of traffic volume, cycle time and geometric intersections and the volume and speed of the main road segments, namely Pos Pengumben Road. The results of data analysis obtained Level Of Service (LOS) F which means a high delay value, indicating a long cycle time and a high ratio of vehicles indicated from the length of the cycle time of 218 seconds with 4 phases of traffic with a degree of saturation (DS) which is 0 , 97 which has exceeded the number implied by MKJI 1997, which is less than 0.85. There are four alternative problem solving used in the research, namely the first alternative by reducing side barriers, the second alternative with changes in the traffic light cycle time, the third alternative with phases from 4 phases to 3 phases, the fourth alternative with phase changes into 2 phases, to assess intersection performance seen from the intersection delay. The fourth alternative is the best alternative to change the level of service to be quite good than before. Kemacetan telah menjadi rutinitas bagi pengendara kendaraan bermotor di wilayah DKI Jakarta. Perkembangan dan pertumbuhan ekonomi menyebabkan bertambahnya intensitas kendaraan yang meningkat disetiap tahunnya, sehingga berdampak pada kemacetan. Kemacetan yang terjadi di persimpangan dapat disebabkan beberapa faktor, salah satunya adalah menumpuknya kendaraan yang melalui persimpangan tersebut dan telah melampaui batas daya tampung atau kapasitas suatu persimpangan, efektifitas persimpangan dengan lampu lalu lintas harus memberikan pengaruh yang besar bagi kelancaran lalu lintas. Metode yang digunakan dalam penelitian ini adalah metode Manual Kapasitas Jalan Indonesia 1997 (MKJI-1997) yang meliputi analisis terhadap kapasitas persimpangan, panjang antrian, system fase serta tundaan. Data didapat dengan melakukan survey terhadap volume lalu lintas, waktu siklus dan geometrik persimpangan serta volume dan kecepatan pada ruas jalan utama yaitu Jalan Pos Pengumben. Hasil analisis data didapatkan tingkat pelayanan (LOS) F yang berarti nilai tundaan yang tinggi, menunjukkan waktu siklus yang panjang dan rasio kendaraan yang tinggi ditunjukkan dari panjangannya waktu siklus yaitu 218 detik dengan 4 fase lalu lintas dengan nilai derajat kejenuhan (DS) yaitu 0,97 yang sudah melebihi angka yang diisyaratkan oleh MKJI 1997 yaitu kurang dari 0,85. Terdapat empat alternatif pemecahan masalah yang digunakan dalam penelitian yaitu alternatif pertama dengan mengurangi hambatan samping, alternatif kedua dengan perubahan waktu siklus lampu lalu lintas, alternatif ketiga dengan meruabah fase dari 4 fase menjadi 3 fase, alternatif keempat dengan perubahan fase menjadi 2 fase, untuk menilai kinerja simpang dilihat dari tundaan simpang. Alternatif keempat adalah alternatif terbaik untuk merubah level of service menjadi cukup baik dari sebelumnya.
