Abstract
The Hospital require in Indonesia has increased 11.57% in 2017. It is directly proportional with construction activity especially tender. To win a project with high profit and low bid price has become an obstacle to establish the contractor bid price , which triggered the use of Definitive Technique based on Java and Mark Up analysis in this research. Statistical analysis by using Relalative Importance Index (RII) was done in order to acquire the 16 most important factors in this research which are: competitive bidding strategy, experience of similar project, need of work, number and identity competitors, history competitors tender, design complexity and construction, drawing and specifications completeness, winning probability, expected profit, contractor experience in building hospital, experience and competence of the estimator, project location, project duration, accuracy of the cost estimation, qualify and bid price. The result of the case study showed the Ackoff&Sasieni method as mark up value used to outbid all competitors by -2%, showed with 12.1% expectation profit and 68.3% winning probability. The Definitive Technique result showed the proportion real cost value of hospital tender: architectural work (41.43%), structure work (31.99%), mechanical work (13.28%), electrical work (9.64%), change order work (2.49%) and preliminary work (1.16%). Keywords: Hospital Project Tender, Mark up, Definitive Technique, Relative Importance Index, Java Kebutuhan rumah sakit di Indonesia pada tahun 2017 meningkat 11.57%. Peningkatan tersebut berbanding lurus dengan aktivitas konstruksi khususnya tender. Memenangkan tender dengan profit tinggi dengan nilai penawaran yang rendah menjadi kedala bagi kontraktor, untuk mengatasi hal tersebut penerapan Definitive Technique berbasis Java dan analisis Mark Up menjadi pilihan pada penelitian ini. Dalam penelitian ini dilakukan analisis statistik menggunakan Relative Importance Index (RII) untuk mendapatkan 16 faktor berpengaruh dari penelitian ini meliputi: strategi kompetitif tender, pengalaman proyek serupa, kebutuhan atas pekerjaan, jumlah dan identitas kompetitor, histori tender kompetitor, kompleksitas desain dan konstruksi, kelengkapan gambar dan spesifikasi, peluang menang tender, ekspektasi profit, pengalaman kontraktor membangun rumah sakit, pengalaman dan kompetensi estimator, lokasi proyek, durasi proyek, akurasi estimasi biaya, memenuhi persyaratan dan nilai penawaran. Hasil studi kasus penelitian ini diperoleh hasil nilai Mark Up yang digunakan untuk dapat berkompetisi dengan kompetitor menggunakan metode Ackoff&Sasieni sebesar -2% dengan profit harapan 12.1% dan probabilitas menang sebesar 68.3%. Hasil estimasi Definitive Technique menunjukkan proporsi biaya real cost tender proyek rumah sakit meliputi: pekerjaan arsitektur (41.43%), pekerjaan struktur (31.99%), pekerjaan mekanikal (13.28%), pekerjaan elektrikal (9.64%), pekerjaan tambah kurang (2.49%) dan pekerjaan persiapan (1.16%).
