Abstract

The Cikupa toll gate is the main gate on the Tangerang-Merak toll road. The condition of the Cikupa toll gate for current direction from Jakarta to Merak is currently inadequate in accommodating the traffic volume that occurs so that during peak hours the toll gate queue is very long, this is because the traffic arrival rate is not balanced with the service level. While the demands of the government in this case the Minimum Service Standards as toll road managers there are some things that should not be violated. Traffic growth from year to year also exceeds the planning of the number of substations available. A large investment is needed for toll road managers how many additional substations are needed for the gate. This study will examine the Queue theory of the toll gate transaction system with a deterministic queuing model approach using simple and queuing simulations that can provide an overview of the value of lost time experienced by toll road users. Likewise to determine the optimal amount of transaction capacity. Based on the analysis in 2015-2017, using a simple deterministic queuing model found that the numbers produced were imaginary. But not when using a deterministic simulation queue model. The deterministic queuing model of the simulation developed by Lin and Su can be used to decipher the queue at the gate. Some additional numbers of optimum substations were obtained from 2018-2023 to be able to decipher the queues at the toll gate. The value of lost time experienced by toll road users, especially those passing through the Cikupa toll gate in the year of Rp. 2,062,842,000, per week, Rp.8,251,367,999, per month and Rp. 99,016,415,983, per year. based on calculations using simulation deterministic queuing theory, the number of optimal substations in 2018 was 9 substations which were previously 7 substations. if there is no improvement in service capacity at the Cikupa main toll gate, the lost time value will accumulate, increasing from year to year. so that the increase in transaction capacity is very necessary to do with the addition of operating substations according to the needs assessed in terms of service capability and cost efficiency due to queues. Keywords: Queue, determinant queuing model, queue simulation, optimal transaction Gerbang tol Cikupa merupakan gerbang utama pada ruas jalan tol Tangerang- Merak. Kondisi gerbang tol Cikupa untuk arus arah dari Jakarta ke Merak saat ini kurang memadai lagi dalam mengakomodir volume lalu lintas yang terjadi sehingga pada jam sibuk antrian gerbang tol sangat panjang, hal ini dikarenakan tingkat kedatangan lalu lintas tidak seimbang dengan tingkat pelayanan. Sedangkan tuntutan dari pemerintah dalam hal ini Standar Pelayanan Minimum sebagai pengelola jalan tol ada beberapa hal yang tidak boleh dilanggar. Pertumbuhan lalu lintas dari tahun pertahun juga melebihi dari perencanaan jumlah gardu yang tersedia. Investasi yang besar dibutuhkan bagi pengelola jalan tol berapa penambahan gardu optimum yang dibutuhkan untuk gerbang tersebut. Penelitian ini akan menguji teori Antrian terhadap sistem transaksi gerbang tol dengan pendekatan model antrian deterministik menggunakan sederhana dan simulasi antrian yang dapat memberikan gambaran mengenai besar nilai waktu hilang yang dialami oleh para pengguna jalan tol. Demikian juga untuk menentukan jumlah penambahan kapasitas transaksi yang optimal. Berdasarkan analisa pada tahun 2015-2017, dengan menggunakan model antrian deterministic sederhana didapat bahwa angka yang dihasilkan bersifat imaginer. Tetapi tidak disaat menggunakan model antrian deterministik simulasi. Model antrian deterministik simulasi yang dikembangkan Lin dan Su dapat digunakan untuk menguraikan antrian di gerbang tersebut. Didapatkan beberapa penambahan jumlah gardu optimum dari tahun 2018-2023 untuk dapat menguraikan antrian di gerbang tol tersebut. Nilai waktu hilang yang dialami oleh pengguna jalan tol, khususnya yang melewati pintu tol Cikupa pada tahun sebesar Rp. 2.062.842.000, per minggu, Rp.8.251.367.999, per bulan dan Rp. 99.016.415.983, per tahun. berdasarkan perhitungan menggunakan teori antrian deterministik simulasi didapatkan jumlah gardu optimal tahun 2018 9 buah gardu yang sebelumnya 7 gardu. apabila tidak ada perbaikan kapasitas pelayanan pada gerbang tol utama Cikupa maka nilai waktu hilang akan terakumulasi semakin besar dari tahun ke tahun. sehingga peningkatan kapasitas transaksi sangat perlu dilakukan dengan penambahan gardu operasi sesuai kebutuhan yang dinilai dari sisi kapabilitas layanan dan efisiensi biaya akibat antrian.
