Abstract

The increase in the number of vehicles, both public and private transport using roads, has caused various transportation problems, one of which is congestion. Light Rail Transit (LRT) is a fast transportation system that connects Jakarta with other cities such as Bogor and Bekasi which is considered to be more efficient in dealing with congestion because it can be easily integrated with other modes of transportation. To meet project performance in terms of cost and time, value engineering and critical path methods are used. The results of this study indicate the influencing factors including: Data Analysis, Information Stage, Initial Planning, Work Method Approach, Low Labor Productivity, Determination of Critical Pathways, FAST Function Stages, Efficiency, Evaluation Stage, Creativity Stage. Meanwhile, from the results of the case study analysis by applyingValue engineering can produce a cost efficiency of 9.09% and after calculating the critical path method, the optimization results are 7.2% for existing work and 10.1% for alternative work. KEY WORDS: Critical Path Method; Cost Efficiency; Light Rail Transit; Time Optimization, Value Engineering Bertambahnya jumlah kendaraan, baik angkatan umum maupun angkutan pribadi yang menggunakan ruas jalan dan menimbulkan berbagai masalah transportasi salah satunya adalah kemacetan. Light Rail Transit (LRT) dalah sebuah sistem angkutan cepat yang menghubungkan Jakarta dengan kota kota lainya seperti Bogor dan Bekasi yang dinilai lebih effisien dalam mengatasi kemacetan tersebut karena dapat dengan mudah terintegrasi dengan moda angkutan lainnya. Untuk pemenuhan kinerja proyek dalam hal biaya dan waktu digunakan metode value engineering dan critical path method. Hasil penelitian ini menunjukkan faktor-faktor yang mempengaruhi termasuk: Analisa Data, Tahap Informasi, Perencanaan Awal, Pendekatan Metode Kerja, Rendahnya Produktifitas Tenaga Kerja, Penentuan Jalur Kritis, Tahapan Fungsi FAST, Effisiensi, Tahap Evaluasi, Tahap Kreatifitas. Sedangkan dari hasil analisa studi kasus dengan menerapkan value engineering dapat menghasilkan efisiensi biaya sebesar 9,09% dan setelah dilakukan perhitungan critical path method didapatkan hasil optimasi sebesar 7,2% untuk pekerjaan existing dan 10,1% untuk pekerjaan alternatif.
