Abstract

Apart from Jakarta, South Tangerang is also a city that is quite densely populated with the presence of a commuter line KRL (Electric Train) transportation mode that makes it easier for someone to travel, especially in the Jabodetabek area. According to BPS Banten data, the average population growth of South Tangerang City is 3.28% each year. To minimize land use, the Minister of PUPR, Minister of BUMN, and Minister of Transportation together with Perumnas and PT. Adhi Karya (Persero), in synergy to build flats at Rawa Buntu Station with the concept of Transit Oriented Development (TOD). This apartment, called Mahata Serpong, was inaugurated with the Mayor of South Tangerang in December 2018. The Mahata Serpong development is being carried out on one side of the parking area at Rawa Buntu Station, covering an area of 24,626 m2. As a result of the construction of this flat, the parking area at Rawa Buntu Station is limited, plus the construction of the Mahata Serpong marketing office Due to a rule made by base motorbikes not to get on and off passengers at Rawa Buntu Station for online motorcycle taxi drivers, finally the drivers waited on Jalan Raya Rawa Buntu along with city transportation (angkot), causing a build-up of vehicles and causing congestion on Jalan Raya. Dead-end Swamp. With the existing problems, the author tries to analyze the availability of parking space at Rawa Buntu Station to determine the number of parked vehicles, parking characteristics that are restricted to motorbikes and cars, and the parking requirements at the station during Mahata Serpong construction. In addition, the authors also conducted a survey of Jalan Raya Rawa Buntu to determine the performance of these roads. The method used is the survey method and data processing with Microsoft Excel both for the calculation of parking characteristics and for calculating road sections. From the results of the research, the authors concluded that the number of vehicles parked at Rawa Buntu Station was quite a lot in February and decreased in March due to the Covid-19 pandemic entering Indonesia. The results of the calculation of parking characteristics show that the parking area is still sufficient for parking capacity, namely 900 SRP for cars and 340 SRP for motorbikes. The parking index value below 1% means that the parking area at Rawa Buntu Station is still able to accommodate vehicles that will park during the Mahata Serpong construction.Meanwhile, for Jalan Raya Rawa Buntu, the Level of Service (LOS) value is obtained, namely C, which means it has a stable flow with moderate traffic density. Keywords : Rawa Buntu Station, Parking Characteristics, Rawa Buntu Highway Selain Jakarta, Tangerang Selatan juga merupakan kota yang cukup dipadati penduduk ditambah dengan adanya moda transportasi KRL (Kereta Rel Listrik) commuter line yang memudahkan seseorang untuk berpergian khususnya wilayah Jabodetabek. Menurut data BPS Banten, rata-rata pertumbuhan penduduk Kota Tangerang Selatan sebesar 3,28% tiap tahunnya. Untuk meminimalisir penggunaan lahan, Menteri PUPR, Menteri BUMN, dan Menteri Perhubungan bersama dengan Perumnas dan PT. Adhi Karya (Persero), bersinergi membangun rumah susun di Stasiun Rawa Buntu berkonsep Transit Oriented Development (TOD). Rumah susun (rusun) yang dinamakan dengan Mahata Serpong ini telah diresmikan bersama Walikota Tangerang Selatan pada Desember 2018. Pembangunan Mahata Serpong dikerjakan di salah satu sisi lahan parkir Stasiun Rawa Buntu seluas 24.626 m2. Akibat pembangunan rusun ini, lahan parkir di Stasiun Rawa Buntu menjadi terbatas ditambah pembangunan kantor marketing Mahata Serpong Karena sebuah peraturan yang dibuat oleh ojek pangkalan untuk tidak menaiki dan menurunkan penumpang di Stasiun Rawa Buntu bagi driver ojek online, akhirnya para driver menunggu di ruas Jalan Raya Rawa Buntu bersama angkutan kota (angkot) sehingga terjadi penumpukan kendaraan dan menimbulkan kemacetan di ruas Jalan Raya Rawa Buntu. Dengan permasalahan yang ada, penulis mencoba menganalisa ketersediaan lahan parkir di Stasiun Rawa Buntu untuk mengetahui jumlah kendaraan yang parkir, karakteristik parkir yang dibatasi untuk motor dan mobil, dan kebutuhan parkir di stasiun tersebut selama pembangunan Mahata Serpong. Selain itu, penulis juga melakukan survei ruas Jalan Raya Rawa Buntu untuk mengetahui kinerja ruas jalan tersebut. Metode yang digunakan adalah metode survei dan pengolahan data dengan Microsoft Excel baik untuk perhitungan karakteristik parkir maupun untuk perhitungan ruas jalan. Dari hasil penelitian penulis menyimpulkan bahwa jumlah kendaraan yang parkir di Stasiun Rawa Buntu cukup banyak di bulan Februari dan mengalami penurunan di bulan Maret akibat pandemi Covid-19 yang masuk ke Indonesia. Hasil dari perhitungan karakteristik parkir menunjukan bahwa lahan parkir tersebut masih mencukupi kapasitas parkir yaitu 900 SRP untuk mobil dan 340 SRP untuk motor. Nilai indeks parkir di bawah 1% artinya area parkir Stasiun Rawa Buntu masih mampu menampung kendaraan yang akan parkir selama pembangunan Mahata Serpong berjalan. Sedangkan untuk ruas Jalan Raya Rawa Buntu didapatkan nilai Level of Service (LOS) yaitu C yang artinya memiliki arus stabil dengan kepadatan lalu lintas sedang.
