Abstract

The Election Bill is a guideline for the elections, namely the Komisi Pemilihan Umum (KPU), Badan Pengawasan Pemilu (Bawaslu) during the implementation of the 2019 General Election. In the discussion of the RUU Election discussed by the Special Committee of the DPR-RI Election Bill, it took 9 months. On October 21, 2016, the government handed over the draft General RUU of Election and was completed on July 20, 2017. At this stage there were differences of opinion between the existing factions. The disagreement of opinion is due to the existence of between the government factions and cons or who are members of a government coalition with factions that are not included in the government coalition. The factions supporting the government are the Party (PDI Perjuangan), Golkar Party, NasDem, Hanura, PKB, PPP. While parties that are not supporters of the government are Gerindra Party, PKS, PAN. While Democrats do not determine the attitude. So this study aims as follows: Identify the problem, understand the needs and interests of the members of the faction, as well as generate alternative solutions in Policy Adjustment. Addressing the obstacles in finding a deal as an integral part of Policy Adjustment. Mastering the context and the process of negotiation in achieving cooperation and mutual commitment for all Pansus members involved in Policy Adjustment. Create a free flow of information and understand the fundamental needs and objectives of the negotiations referred to in the Adjustment. Point out the side of common opinion among all the committee and find solutions to the differences. RUU Pemilu merupakan pedoman bagi penyelenggaran Pemilu, yakni Komisi Pemilihan Umum (KPU), Badan Pengawas Pemilu (Bawaslu) saat pelaksanan Pemilu 2019. Dalam pembahasan RUU Pemilu yang dibahas oleh Panitia Khusus RUU Pemilu DPR-RI membutuhkan waktu 9 bulan. Tanggal 21 Oktober 2016, pemerintah menyerahkan draf RUU Pemilu dan selesai tanggal 20 Juli 2017. Pada tahap ini terjadi perbedaan pendapat antar fraksi-fraksi yang ada. Perbedaan pendapat dimaksud dikarenakan adanya Antara Fraksi-Pro dan Kontra Pemerintah atau yang tergabung dalam koalisi pemerintah dengan fraksi yang tidak termasuk dalam koalisi pemerintah. Fraksi pendukung pemerintah adalah Partai PDIP, Partai Golkar, NasDem, Hanura, PKB, PPP. Sementara partai yang bukan pendukung pemerintah adalah Partai Gerindra, PKS, PAN. Sedangkan Demokrat tidak menentukan sikap. Maka penelitian ini bertujuan sebagai berikut: Identifikasi masalah, memahami kebutuhan dan kepentingan para anggota fraksi, serta menghasilkan solusi alternatif dalam Penyesuaian Kebijakan. Mengatasi faktor-faktor penghalang dalam mencari kesepakatan sebagai bagian integral dalam Penyesuaian Kebijakan. Menguasai kontek dan proses negosisi dalam mencapai kerja sama dan komitmen bersama bagi semua anggota Pansus yang terlibat dalam Penyesuaian Kebijakan. Menciptakan arus informasi yang bebas dan memahami kebutuhan dan tujuan mendasar dari negosiasi dimaksud dalam Penyesuaian. Menitik beratkan sisi kesamaan pendapat di antara semua pansus dan mencari solusi atas perbedaan yang ada. Teori fungsional komunikasi kelompok memandang proses sebagai instramen keputusan, dengan menekankan hubungan antara kualitas komunikasi dan kualitas keluaran (output) kelompok Komunikasi melakukan sejumlah hal atau berfungsi dalam sejumlah hal untuk menentukan atau memutuskan hasil kelompok. Hasil akhir dari melalui sidang paripurna kelima isu krusial itu berhasil diputuskan melalui loby dan negosisasi berbagai hal yang menjadi perdebatan berbagai fraksi.
