Abstract

The objectives of this study is to provide empirical evidence about the effect of Regional Original Revenue, General Allocation Fund, Special Allocation Fund, Surplus Budget Financing, Regional Area and Population to the Capital Expenditure at the Regencies/Towns in East Java Province. In addition, this study also utilized a causal research design describing about the effect of Regional Original Revenue, General Allocation Fund, Special Allocation Fund, Surplus Budget Financing, Regional Area and Population to the Capital Expenditure. The object of the study is 29 regencies and 9 towns in East Java Province. Which will be observe from the year of 2012 up to the year of 2014. Thus, the total number of observations is 114. The data was obtained from a secondary sources through the formal sites of Financial Department of Republic Indonesia, Directorate General of financial balance and from Statistics Indonesia. The result of this study indicated that partially Regional Original Revenue, General Allocation Fund, Surplus Budget Financing, and Regional Area had a significant and positive effect to the capital expenditureat the Regencies/Towns in East Java Province. While Special Allocation Fund and Population had no effect to the capital expenditure at the Regencies/Towns in East Java Province..Tujuan dari penelitian ini adalah untuk mendapatkan bukti secara empiris mengenai pengaruh Pendapatan Asli Daerah, Dana Alokasi Umum, Dana Alokasi Khusus, Sisa Lebih Pembiayaan Anggaran, Luas Wilayah, dan Jumlah Penduduk terhadap Belanja Modal pada Kabupaten/Kota di Provinsi Jawa Timur. Metode penelitian ini menggunakan desain penelitian kausal yang menjelaskan pengaruh variable Pendapatan Asli Daerah, Dana Alokasi Umum, Dana Alokasi Khusus, Sisa Lebih Pembiayaan Anggaran, Luas Wilayah, dan Jumlah Penduduk terhadap Belanja Modal. Objek dari penelitian adalah 29 kabupatendan 9 kotapada Provinsi Jawa Timur yang akan diamati dari tahun 2012 sampai dengan tahun 2014. Sehingga, jumlah pengamatan sebanyak 114 pengamatan. Jenis data yang digunakan dalam penelitian ini adalah data sekunder yang diperoleh secara tidak langsung melalui situs Departemen Keuangan Republik Indonesia, Direktorat Jendral Perimbangan Keuangan dan melalui Badan Pusat Statistik. Hasil penelitian ini secara parsial menunjukkan bahwa Pendapatan Asli Daerah, Dana Alokasi Umum, Sisa Lebih Pembiayaan Anggaran dan Luas Wilayah berpengaruh signifikan dan positif terhadap Belanja Modal pada Kabupaten/Kota di Provinsi Jawa Timur. Sedangkan Dana Alokasi Umum dan Jumlah Penduduk tidak berpengaruh terhadap Belanja Modal pada Kabupaten/Kota di Provinsi Jawa Timur.
