Abstract

Paid close attention to the phenomenon of the decline in the quality of the service in the Hospital environment of Kota Bekasi, the writer assumed that the organization culture was the big dominant factor his influence on the quality of the health service in and out of the Hospital. This assumption in based in the view that the organization culture and leadership were gazed at as variable antecedent that is the factor that preceded or the cause of the occurrence of the decline in the quality of the service, while the Quality of the service was gazed at as the consequences variable that is the factor that emerged resulting from the decline in the organization culture. With the concept of the idea of this research of being the study of causality relations among the organization culture with the quality of the health service to the Public Hospital of Bekasi City The research was focused on the employee of the hospital, with the main aim of being: analyzed the influence of the Organization Culture on the employee's commitment and the employee's motivation in the District Public Hospital of the Bekasi City, analyzed the analysis of the influence of the employee's commitment and the motivation on the quality of the service in the District Public Hospital of the Bekasi City, It was related that the above matter was determined four variables that became the focus of the research that is the Organization Culture, Employee's Commitment, Work Motivation and the Quality of the Service in the District Public Hospital of the Bekasi City. To know more far fourth the subject of this problem was carried out by the research with the title of the Influence of the Organization Culture on the Quality of the Health Service in the District Public Hospital of the Bekasi City. In this research used the method of the data collection with the spreading of the questionnaire and the interview to the employee’s of the Hospital. The pulling procedure of the sample was carried out with the method purposive (purposive sampling) by means of taking the entire of the sample that became the object of the research. The data was processed by using the analysis of the route (path analysis). Was gotten by the influence of the Organization Culture on the Work Motivation in the District Public Hospital of the Bekasi City of 0.606 and the influence of the Work Motivation on the Quality of the Service of 38%. From the analysis above could the writer recommended to increase the quality of the service in the District Public Hospital of the Bekasi City needed the commitment together between the management and the employee, needed Reward giving and Punishment for the employee of the Hospital with the aim of increasing the work motivation. Mencermati fenomena menurunnya kualitas pelayanan di lingkungan Rumah Sakit Kota Bekasi, penulis berasumsi bahwa budaya organisasi merupakan faktor dominan yang besar pengaruhnya terhadap kualitas pelayanan kesehatan di dalam dan luar Rumah Sakit. Asumsi ini di dasarkan pada pandangan bahwa budaya organisasi dan kepemimpinan dipandang sebagai varibel antecedent yaitu faktor yang mendahului atau penyebab terjadinya penurunan kualitas pelayanan, sementara Kualitas Pelayanan dipandang sebagai variabel konsekuensi yaitu faktor yang timbul akibat penurunan budaya organisasi. Dengan demikan konsep gagasan penelitian ini adalah kajian hubungan kausalitas di antara budaya organisasi dengan kualitas pelayanan kesehatan pada Rumah sakit Umum Kota Bekasi. Penelitian difokuskan pada karyawan rumah sakit, dengan tujuan utama adalah : menganalisis pengaruh Budaya Organisasi terhadap kualitas pelayanan di Rumah Sakit Umum Daerah Kota Bekasi dengan Komitmen Karywan dan Motivasi kerja sebagai variabel intervening. Dalam penelitian tersebut menggunakan metode pengumpulan data dengan penyebaran kuesioner dan wawancara kepada karyawan Rumah Sakit. Prosedur penarikan sampel dilakukan dengan metode puposive (puposive sampling) dengan cara mengambil seluruh sampel yang menjadi objek penelitian. Data diolah dengan menggunakan analisis jalur ( path analysis ). Terdapat pengaruh Budaya Organisasi terhadap Kualitas Pelayanan dengan Komitmen Karyawan dan Motivasi Kerja merupakan variabel interveningt sebesar 38%. Dari uraian di atas dapat penulis rekomendasikan untuk meningkatkan kualitas pelayanan di Rumah Sakit Umum Daerah Kota Bekasi perlu komitmen bersama antar pimpinan dan karyawan, perlu pemberian Reward dan Punishment untuk karyawan Rumah Sakit dengan tujuan meningkatkan motivasi kerja karyawan.
