Abstract

Mobile data user’s traffic for Internet access services continues increasingly every year primarily for the use of mobile broadband services than fixed broadband service. The increase in mobile broadband traffic exponentially triggered by the emergence of a wide range of some applications such as android, social networking and media content coupled with the growth of advanced smartphones, tablets, and mobile PCs. LTE (Long Term Evolution) technology has been standardized by 3GPP (Third Generation Partnership Project) as international standardization organization is a technology that provides a high data rate and large capacity in a service-based 4G mobile broadband where data rate for DL can be reached to 100 Mbps and UL data rate is 50 Mbps in LTE technology with release 8. With LTE can be one solution to overcome high data traffic of mobile broadband service. In Indonesia, the current condition of 1800 MHz has been inhabited and used by five licensees. Yet, allocation of frequency channels obtained are not contiguous and the bandwidth is not equal for each licensee. By using the methodology within RIA’s processes, it is used to select and determine an alternative strategy of spectrum management tool and the effective refarming option including the impact occured. With the method of 'voluntary spectrum redeployment' and ‘technology neutral’implementation conducted transparently and openly through public consultation that involving stakeholders are management strategies tools to make the process of refarming in the 1800 MHz frequency band. These methods are used to perform reshuffle the overwhole 1800 MHz frequency band to obtain the ideal bandwidth and channel of frequency allocation become adjacent or contiguous in each users so that can be used to implement a LTE technology. Keywords: LTE, RIA, Voluntary Spectrum Redeployment, Frequency Band 1800 MHz, Technology Neutral Trafik pengguna mobile data untuk layanan akses internet senantiasa mengalami peningkatan dari tahun ke tahun terutama untuk penggunaan layanan mobile broadband dibanding dengan layanan fixed broadband. Kenaikan trafik mobile broadband secara eksponensial ini dipicu dengan munculnya berbagai macam aplikasi, android, jejaring sosial dan media content yang ditambah lagi dengan pertumbuhan berbagai macam perangkat smartphone, tablet, dan mobile PC yang menawarkan beraneka ragam fitur dan teknologi terkini. Teknologi LTE (Long Term Evolution) yang di-standarisasi oleh 3GPP (Third Generation Partnership Project) sebagai organisasi standar internasional merupakan teknologi yang memberikan kecepatan data dan kapasitas yang besar. Dengan akses DL 100 Mbps dan UL 50 Mbps untuk standar teknologi LTE release 8. Sehingga menjadi salah satu solusi untuk mengatasi kenaikan trafik dari pengguna layanan mobile broadband. Dengan menggunakan metodologi dalam tahapan-tahapan pada proses RIA (Regulatory Impact Analysis), hal ini digunakan untuk memilih dan menentukan stategi alternatif tool spectrum management yang dipergunakan dan juga opsi refarming yang paling efektif termasuk dampak dari setiap masing-masing opsi tersebut. Metoda pendekatan voluntary spectrum redeployment dan penerapan netral teknologi yang dilakukan secara transparan dan terbuka melalui konsultasi publik dengan melibatkan stakeholder merupakan strategi alternatif spectrum management yang bisa diterapkan untuk melakukan proses refarming di pita frekuensi 1800 MHz di Indoensia. Dan instrumen spectrum management ini juga digunakan untuk melakukan penataan menyeluruh pita frekuensi 1800 MHz sehingga didapatkan jumlah total lebar bandwidth yang ideal dan kanal alokasi frekuensi yang berdekatan atau contiguous sehingga dapat digunakan dalam penerapan teknologi LTE.
